DESCRIPTION
Under the general supervision of the Deputy Director - Property and Land, this position supports the mission of the Property and Environmental Resources Department by providing efficient services to the public. The GIS and Technology Coordinator administers the Geographic Information System (GIS), including developing and maintaining the GIS parcel layer and GIS data. The position serves as a project manager for the department and coordinates internal and external entities to ensure successful completion of projects. The position also serves as a liaison between the department and the Information Technology Department. The position coordinates 911 addressing; manages access to GIS data; and assists with mapping functions such as reading and interpreting legal descriptions and processing splits and combinations of property.
DUTIES / RESPONSIBILITIES
ESSENTIAL FUNCTIONS:
  1. Administers Geographical Information System (GIS). Provides GIS consulting and solutions for the Property and Environmental Resources Department and other County departments.
  2. Administers, coordinates, and facilitates GIS data. Promotes GIS and Global Positioning System (GPS) use and facilitates data sharing with internal and external agencies. Maintains GIS and GPS system hardware, software, plotter, and field units. Provides technical support, consulting, solutions, and training on basic GIS and GPS concepts. Assists in cleaning up data and making corrections in response to changes and additional data sets integrated into GIS.
  3. Develops and maintains GIS parcel layers. Updates, modifies, and/or corrects and maintains the digital data layers according to office policies and procedures. Creates corresponding maps, compiles geographic data from a variety of sources, enters data attributes and verifies accuracy, edits and refines GIS data, and performs quality control checks to ensure integrity of GIS data and applications. Designs and implements maps to assist county departments with Redistricting, Quintile Tracking, Sales Ratio Analysis, Forfeiture, and Budgeting, among other uses. Creates output in the form of maps, graphs, and charts. Performs data entry. Determines and applies spatial analysis for data.
  4. Administers Parcel Information in GIS System. Designs, develops, and integrates a variety of spatial and tabular data maintained in various formats.
  5. Administers Departmental Systems. Meets with users to define project requirements and develop and implement solutions. Completes internal departmental software systems maintenance. Provides technical support and training for staff.
  6. Provides Technical Support to Staff. Maintains the county's property information website and assists in maintaining the County website and internal websites. Acts as department's document management coordinator, designs and implements projects in Laserfiche for document management. Recommends and conducts training. Explains standards, rules, and regulations affecting projects.
  7. Performs project management. Determines project workflow and coordinates necessary training. Coordinates efforts of County technical staff, department staff, external agencies, and vendors. Coordinates resources to successfully complete projects on schedule.
  8. Acts as department liaison for technology with the Information Technology Department. Develops an in-depth understanding of the assigned departmental division's business. Provides general technology consulting to assigned department. Identifies opportunities, recommends new technologies. Represents the Department on committees for County technology systems such as SharePoint, GIS, and the County website.
  9. Coordinates 911 Addressing. Assigns new 911 addresses and coordinates the assignments with internal and external agencies.
  10. Compiles, organizes, manipulates, analyzes, and documents geographic data; researches and interprets legal documents, survey data, source maps, photographs, automated mapping products, and other records; applies such and related information to the GIS parcel layer.
  11. Manage public access to GIS data. Prepares GIS data bundles for dissemination upon data request. Maintains data sharing systems. Responds to requests for custom reports and maps.
  12. Assists with mapping functions. Reads and interprets legal descriptions to determine what they describe, including complex metes and bounds descriptions. Identifies ambiguity or errors in descriptions and communicates with internal and external customers. Processes Splits/Combination of Property. Reviews recorded documents, maintains parcel number history and enters boundary changes.
  13. Promotes a diverse, culturally competent, and respectful workplace.

ADDITIONAL FUNCTIONS:
  1. Completes data analysis. Conducts research activities including investigation, analyzing and preparing data and reports.
  2. Processes data requests. Responds to GIS parcel data requests from internal and external sources. Prepares GIS data bundles routinely for dissemination upon data request.
  3. Reviews Land Division Requests. Meets with the public to review land division proposals to determine if proposal complies with regulations. Issues land division review notice if proposal complies with regulations.
  4. Participates in Professional Staff Development. Participates in training and educational opportunities to maintain and improve proficiency. Attends and participates in professional organizations.
  5. Performs Other Related Functions as Apparent or Assigned.

QUALIFICATIONS
MINIMUM QUALIFICATIONS:
  • Bachelor's degree in Geographical Information Systems (GIS), geography, planning, computer science, information technology, or related field of study; and
  • Two (2) years of GIS experience; or
  • Combination of education and experience substantially equivalent to the above.

PREFERRED QUALIFICATIONS:
  • Master's degree in geography, computer science, or related field, with an emphasis in GIS.
  • Experience in office functions related to property mapping, title, legal descriptions, document recording and/or general land records functions.
  • Experience with software applications including Microsoft Word, Excel, PowerPoint, SharePoint, LaserFiche, Trimble Pathfinder Office, and CityView.
  • Experience with Trimble, or similar GPS devices.
  • Fluent in understanding and speaking languages other than English such as: Spanish, Somali, Chinese, Sudanese, or Arabic.

CONDITIONS OF EMPLOYMENT:
  • Must possess a valid MN driver's license and be able to drive in the State of Minnesota.
  • Must successfully pass a background check.
  • Must be bondable.
  • Must comply with all federal and state laws and organizational and departmental policies and regulations.
  • Must comply with data practices policies and standards relative to not public data. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the not public data must be properly stored according to county policy and the Minnesota Statutes.

HOURS OF WORK
Monday through Friday from 8:00 a.m. to 5:00 p.m. Some evening and weekend hours may be required. Hours of work are scheduled to meet service demands and the needs of the public.

Blue Earth County features a 12-Step Pay Plan. Our advertised salary ranges include all 12 Steps. A selected candidate will typically be offered Step 1 of the salary range. Additional salary considerations are subject to negotiation and dependent on skills and experience directly related to the position.
Vacation Leave
Vacation accruals, utilization, and payouts are detailed in the collective bargaining agreement and/or the employee handbook.

Employees accrue sick leave at a rate of 7.34 hours for each full month of service.

Blue Earth County contributes to a health savings account (HSA) when the employee elects the HDHP. Single coverage HSA contributions equal $1,500, and family coverage HSA contributions equal $3,000.

  • $20,000 term-life/$20,000 accidental death & dismemberment (AD&D)
  • After ten (10) years of continuous employment with Blue Earth County, the policy will increase to $35,000 term-life/$35,000 accidental death & dismemberment (AD&D)
