JOB TITLE: Survey Technician-GIS Mapping (E-911 Coordinator)
DEPT: Public Works
STATUS: Full-Time; 40 hrs/week; M-F scheduling of 7 a.m.-3:30 p.m.

JOB OBJECTIVES:
An E-911 Coordinator provides the Survey and GIS Division with accurate information and data concerning all aspects of the field and office functions involved in the assigning of E-911 addresses and street names; provide and maintain a spatially accurate GIS base map for dispatching 911 emergency services; assist the PSAP and Emergency Service Agencies with 911 related projects; provide mapping services to agencies and the public; Submit spatial data to State of Minnesota for N911 State Wide Base Map and provide addressing services for Cities in Douglas County.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The duties listed are intended only as illustrations of the various types of work that may be performed.   • Assist County Departments, private industry, and taxpayers to access and utilize the information and services provided by the Survey & GIS Division.
  • Provide expertise regarding survey and mapping to other personnel in the division, other County Departments, other agencies, and the general public.
  • Development and maintenance of a County Wide E-911 GIS Base Map.
  • Assigning E-911 Addresses.
  • Assist the Public Safety Answer Point (PSAP) and Emergency Service Agencies.
  • Next Generation 911 (NG911) Compliance.
  • E911 and Custom Mapping Service.
  • Assist Townships and the Public with question and inquires.
  • Create map for Dispatch and the Mobiles by building Runtime Content and using Network Analyst to build routing feature into the CIS CAD Map.
  • Maintain Emergency Siren Coverage map for Dispatch.
  • Maintenance of Address Point and Road Centerline GIS Layers.
  • Maintenance of Master Street Address Guide (MSAG).
  • Maintenance of Automatic Number Identification and Automatic Location Identification (ANI/ALI) data.
  • Provide NG911-compliant Addressing Services for all Cities in Douglas County.
  • Assign and maintain Postal Zip Codes for the 911 community boundary layer.
  • Maintenance of wireless carrier information for cell sites.
  • Maintenance of Emergency Service Number (ESN) Boundaries.
  • Order and coordinate the setting of the Blue E911 signs.
  • Enter all new assigned addresses in FTG (Fast Track Gov) software to track and send.
  • Interaction between Law Enforcement, Fire Departments, City Clerks, Township Supervisors, Post Masters, Surveyors, Property Owners, and Business Owners.
  • Dealing with difficult interactions working out the details of an address change for a Business or Homeowner.
    • Address corrections are common, for various reasons. Some are due to inaccuracies while others are due to road jurisdiction changes and the road names and addresses of many residents have needed to change.
  • Working with Dispatch, plan for upgrades to Mapping when data is added or edited. Information that is required needs to be coordinated with the current workload and prioritized to ensure the issues are dealt with in a time-sensitive matter.
    • Working with Cities on address issues requires planning to implement the correction and change addresses are identified as an error, fixed and approved, letters created and mailed, corrections are updated, and E911 signs are changed and set.
    • Dispatch is updated to reflect change along with MSAG, ANI ALI changes, utilities are notified.
    • Planning for software changes is critical so as not to affect operations at Dispatch.
    • Some address changes due to road name jurisdiction changes require over 6 months of planning sending out notification letters, and then final change letters with coordination of changing the addresses in the ALI database when the 911 signs are placed in the field.
  • Complies with all rules and policies in order to maintain a safe work environment.

    The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed, incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished, incumbent must properly store the not public data according to the provisions Ch. 13.
    If a new work assignment requires access to not public data, the incumbent is permitted to access not public data for the work assignment purposes only. Any access to not public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed, the employee's work assignment no longer requires access
    REQUIRED MINIMUM QUALIFICATIONS AT HIRE:
    Education and Experience
    Two-year degree in Survey/Civil Technology, or
    Four-year degree including GIS/mapping coursework, or
    3 years of GIS Mapping experience.

    Licenses and Other Requirements:
    • Must possess a valid Minnesota Driver's License.

    REQUIRED MINIMUM KNOWLEDGE, SKILLS, ABILITIES, & QUALITIES AT HIRE:
    • Development and maintenance of a County Wide E-911 GIS Base Map: Create and maintain a highly accurate E-911 GIS Base Map for use by emergency management to enable efficient and timely response to the location of all 911 callers. Provide data for implementation into the Douglas County GIS Web Site.
    • Assigning E-911 Addresses: Issue new NG-911 compliant addresses based on new driveway locations and street address ranges.
    • E-911 Road and Driveway Layer: Create and maintain a spatially accurate road and driveway layer for use in the emergency management system to assist in the location 911 calls and for use in the county wide GIS web site.
    • E-911 Sign Installation: Create E-911 sign order database, prepare mapping and locate information to install and oversee installation of E-911 signs.
    • Policy Development: To create and aid in the creation of policies to ensure the integrity of the E-911 Addressing System.

    PREFERRED / DESIRABLE QUALIFICATIONS
    Education
    • 4-year degree in Geography/GIS.

    Experience
    • 5 years of land surveying or GIS experience, two years of which must include some lead worker responsibility.

    PREFERRED / DESIRABLE KNOWLEDGE, SKILLS, ABILITIES, & QUALITIES:
    • Excellent oral communication skills and effective written communication skills.
    • Administrator for Dispatch CIS CAD Map (Computer Information System Inc.) and the CAD Geofile maintenance, including entering and maintaining all CPN (Common Place Name) in CIS, Build Runtime Content in ArcGIS for CIS Base Map, Run Network Analyst for CIS Roads and Build Address Locator in ArcGIS for CIS software.
    • Coordinate with PSAP and Emergency Service Agencies: Perform 911 related services for the Douglas County Public Safety Answering Point (PSAP) and Emergency Service Agencies, including but not limited to the maintenance of GIS datasets and display of digital maps, training on Mapping and related software's, dispatch map trouble shooting, creation of reference materials for dispatching, mapping alternative water source locations, research for dispatch mapping upgrades.
    • Administrator for GeoComm Maintainer ArcGIS Desktop tools to assign new addresses.
    • Street Naming Conventions: Issue, assign and approve new street name in accordance with the National Emergency Number Association (NENA) standards and County guidelines for use in the MSAG and the E-911 Base Map.
    • CodeRED mapping services: Provide the Counties Emergency Communications Network with Spatially accurate Road and Address shape files.
    • Rural E911 Atlas: Create the Douglas County Rural E-911 Atlas for use by Emergency Services and the public to aid in the location of addresses and streets.

    Generally, Monday through Friday, 7:00 a.m.-3:30 p.m.40 hours per week.
