The GIS Analyst creates spatial data sets, prepares informational maps and graphics, and maintains enterprise and departmental databases (stored in ArcGIS, SQL, Microsoft, etc.). The analyst also prepares reports and performs research through integration and correlation of data from various internal and external data sources. This class works independently, under limited supervision, reporting major activities through periodic meetings.
Essential Functions:- Must be able to communicate with others in spoken and written English to ensure the safe and efficient operations of the business.
- Use spatial analysis techniques to manipulate, extract, locate and analyze geographic data.
- Provide GIS support to City Departments for the management of infrastructure, land records, public safety and economic development.
- Maintain geospatial datasets to ensure GIS databases and GIS web applications are up-to-date, and develop new processes and procedures, as necessary.
- Define and manage projects to improve City-wide GIS support according to business needs.
- Assist in data collection using GPS and automated collection technology.
- Assist with the management, administration, support, and monitoring of the ArcGIS system.
- Enterprise GIS environment - (Portal for ArcGIS, ArcGIS Server, (SQL), Web AppBuilder, etc.)
- Meet with end-user departments to understand needs; using end-user input to research, evaluate and implement custom solutions.
- Develop workflows and automate processes using scripting, models, and web applications to increase efficiency and assist customers with automation of tasks.
- Prepare and publish multiple types of ArcGIS Data Services for use in internal web mapping applications.
- Develop and maintain GIS data resources for public access such as web mapping applications.
- Provide user support and GIS training to City staff for use of GIS web mapping applications.
- Collaborate with and provide feedback to other GIS technical staff concerning GIS work products.
- Performs other work as assigned.
Additional Functions by Department:
Fire Department:
- Compiles fire, emergency medical, rescue, hazardous material, community risk and related information from various sources, records, and/or existing databases within or external to Fire Rescue.
- Develops and maintains liaison with the intelligence community at Federal, State, County, and Municipal levels to share information related to emergency services.
- Confers with Tennessee Fire Incident Reporting and Tennessee Division of EMS coordinators as needed.
- Research special projects for administration as needed.
- Compiles data to create response zones, recommend deployment patterns; evaluates and interprets information; selects essential elements, correlates new information with existing information, identifies trends, patterns, and other relationships among data points.
- Develops and recommends standard Fire Rescue metrics, procedures, and methods to support on-going emergency response data reporting and analysis; proposes standard operating procedures based on data.
- Map responses, proposed station locations, risk assessment, hydrant information, and related data.
Police Department:
- Maintain CAD & RapidSOS with latest GIS Data for proper Public Safety Response.
- Assist Crime Data Analysts & Police Officers by creating Dashboards to display Crimes, Homelessness, etc.
- Supports Dispatch Personnel requests.
Physical Demands:
Adeptness and speed in the use of fingers, hands, or limbs on repetitive operation of computers within moderate tolerances or limits of accuracy.
Preferred Experience Requirements:
- Six (6) months' experience or more with a military or emergency services agency compiling data, analyzing findings, and creating related reports or other closely related products.
- Python/Modelbuilder.
Minimum Education and Experience Requirements:
- Requires a 4 Year Bachelor of Science (B.S.) Degree in GIS, Data Science, Geography, GeoScience or any combination of training and experience equivalent to a Bachelor of Science Degree in GIS or closely related field.
- Requires 3 years of progressively responsible GIS work or closely related experience
ESRI GIS Training Certificates and Geographic Information Systems Professional (GISP)Certifications Preferred
