Position Title: GFEBS Program Manager
Division: Advancia Aeronautics
Location: Defense Health Headquarters (Falls Church, VA)
Position Summary
The GFEBS Program Managerposition provides functional and technical advice and assistance to the Defense Health Agency (DHA) Financial Operations Division (FOD) GFEBS and Business Operations Support Desk (BOSD) incident management team and personnel. Specifically:
Essential Duties & Responsibilities
Leverage extensive GFEBS (General Fund Enterprise Business Systems) experience to perform the following duties:
  • Assist and support in the resolution of GFEBS incidents related to GFEBS modules (i.e., Spending Chain, Financials, Funds Management, BI/ECC, etc.).
  • Support the review of General Risk and Compliance (GRC) incidents and ensure that access is controlled to GFEBS effectively.
  • Perform effective resourcing support related to GFEBS team resources to ensure effective support is provided to the DHA.
  • Manage the implementation and coordination of incident management related processes and policies within DHA.
  • Assess system enhancements to GFEBS and evaluate how these changes will impact the DHA end user.
  • Advise the support team to make changes to training materials and support structure, as needed, to provide effective support to DHA.
  • Develop comprehensive briefings regarding support metrics and deliver to DHA J8 Leadership, providing insights and recommendations for informed decision-making.
  • Extract, analyze, and distribute BI/ECC reports, such as, open commitments, and open obligations reports on current and prior fiscal year financial data for assigned program/project and organizational funds.
  • Provide Year End Close support via onsite support to DHA enterprise at DHHQ in Falls Church, VA.
  • Control the execution of Work Breakdown Structure (WBS) codes and perform assistance in rolling these codes into the next Fiscal Year.
  • Advise on Audit related requests to produce control testing, sample data or reports, as requested by external and internal audit groups
  • Provide assistance with GFEBS Master Data structures and advise/support the DHA as needed during organizational transitions.
  • Provide advisement with DHA Financial Management initiatives and issues, related to timely recording of financial transactions.

Leverage ServiceNow to perform the following duties:
  • Manage the timely execution of GFEBS incidents and provide Subject Matter Expertise level assistance to support team.
  • Conduct review of functional support processes and adjust as needed to best support the DHA enterprise.
  • Manage, control, and review team knowledge articles and standard operating procedures documents and provide expert level analysis
  • Analyze and report ServiceNow incident support metrics to DHA J8 FOD leadership as requested and on a recurring monthly basis.
  • Negotiate, advise, and coordinate closely with internal and external customers to problem solve and efficiently manage team resources.
  • Manage and control Service Level Agreement (SLA) information and adjust as needed to provide best in class GFEBS support

• Leverage professional relationships with internal and external customers as it relates to GFEBS/Army SAP solutions.
• Provide guidance and recommendation based on understanding of the DOD financial data and GFEBS.
• Assist with other GFEBS reporting activities as directed. Extract/provide routine reports or documents to be prepared/submitted include daily/
weekly/monthly budget or accounting execution reports.
• Participate in Business Development, market shaping initiatives, proposal response writing and review activities, as directed.
• Perform other related GFEBS administrative management functions and tasks as required.
• Build and maintain practical knowledge of the client's mission, goals, and objectives.
• Ability to travel for client work, as needed.
• Perform Project Management Office (PMO) actions as requested; Contractor Travel, Master Roster review/updates, and status reports.
Education & Experience Requirements
Education:
• Bachelor's Degree in Financial Management, Financial Analysis, Managerial Finance, Accounting, Business or other related /allied discipline, or other relevant experience.
System Experience:
• Extensive experience with General Fund Enterprise Business Systems (GFEBS) required.
• MS Office Suite - Word, PowerPoint, Visio, Outlook, and Excel (Pivot Tables).
• Utilize various automated systems (GFEBS GRC system, Army SNOW) to perform research, review, & support.
• ServiceNow related experience with functional/technical incident management support.
Experience:
• 10-years or greater experience in GFEBS functional incident management and support, program development, execution and management or other relevant experience.
• 3-year minimum experience with Program Management support for DOD programs or other relevant experience.
• Has working knowledge of GFEBS Master Data and DOD SAP/ERP processes and solutions.
• Has ability to research SAP related solutions and provide advisement or feedback.
• Possesses ability to network with subject matter experts to communicate complex GFEBS information.
• Demonstrated knowledge of commonly used DOD, Defense Health Program, and Federal budgetary and accounting methods, regulations, laws, and policies.
• Demonstrated knowledge of DOD Financial Management, DOD Budget life cycle, Multi-Year Budget Programming, Budget Exhibits and Financial Management policies (CFO Act, FFMIA, OMB Circular A-123, etc.) to advise on and/ or properly execute, record and report on during fiscal year.
• Knowledge of automated budget and financial systems and capabilities.
• Strong communication skills, both written and oral, to communicate complex financial data in understandable terms.
• Demonstrated the ability to develop and present executive level briefings.
