The Real Property /GFEBS Plant Maintenance Supervisor will maintain accountable real property records to serve as the basis for real property assets accounting, reporting, planning and developmental study and analysis. The Real Property/GFEBS Plant Maintenance Supervisorwill provide services to support the Garrison in the life cycle process of managing all real property matters including accounting for improvements made to the land, including all related references contained in regulations, policy, or other directives and as specified in the items below.
Responsibilities- Manage Real property and work control staff to ensure all required contract requirements are being accomplished.
- Maintain accurate and auditable real property facility records in GFEBS and in hard file.
- Maintain an accurate database for utilities and structures. And ensure Time and labor data reporting for GFEBS.
- Maintain accurate and auditable real property equipment listing in GFEBS to track the individual pieces on the installation that are maintained by SRM funding.
- Submit by the 5th day of each month to the COR a monthly summary report of Real Property holdings on the installation for the preceding month's activities. The report shall include as a minimum all new acquisitions, capital improvement to existing assets, assets under construction, and disposal.
- Submit to the COR by October 15th of each year a yearly report of construction in progress, which will result in changes to the Real Property inventory.
- Conduct physical inventory of all real property on a five-year cycle. The inventory shall include all elements in GFEBS to include, but not limited to, description, BRO, address, utility availability, condition, use, lease data, size, dimensions, and all equipment. Information in the system may not be current; therefore, the Contractor shall be required to update the Real Property Records accordingly. Twenty percent (20%) of the physical inventory (to include a current dated photo, no older than five [5] years) shall be completed by NLT September 30th of each year. Provide a report on the completed inventory (to include recommended changes based on encountered discrepancies) to the COR within 30 days of the inventory completion date.
- Provide the original record or a legible reproducible copy of any such record within five (5) working days of receipt of request from the COR.
- Maintain and dispose of records using The Army Records Information Management System (ARIMS) and all other pertinent directives as supplemented through direction of the KO.
- The GFEBS PM supervisor shall have the following roles in GFEBS:
- A76 DPW Contractor PM Master Data Maintainer
- A76 DPW Contractor Preventive Maintenance Controller
- A76 DPW Contractor GR Processor
- A76 DPW Contractor Physical Inventory Maintainer
- A76 DPW Contractor PM Material Requirement Planning Maintainer
- A76 DPW Contractor PM Order Approver
- A76 DPW Contractor PM Order Maintainer
- A76 DPW Contractor PM Reporter
- Shall be responsible for utilizing and managing GFEBS on a military installation.
- Shall be responsible for the Supervision of the real property office Clerks and the work control center staff.
- Other duties as assigned.
- High school Diploma or equivalent
- Minimum five (5) years' experience as Office Manager, Office Operations or related fields
- Minimum two (2) years' experience with FARS, DFARS, and other federal regulatory guidance, laws, and requirements Preferred
- Minimum of one (1) year of successfully utilizing GFEBS on a military installation specifically dealing with Property, Plant, and Equipment (PPE), business intelligence, and projects is Preferred
- Possess a State Driver's License
Knowledge, Skills and Abilities
- Ability to complete GFEBS training modules provided by the Government within 30 business days
- Ability to obtain a Secret Clearance
- Knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources
- Demonstrate proficiency in Microsoft applications, especially Teams, Word, and Excel
- Possess a high degree of proficiency in assigned functions and attention to detail
- Ability to maintain neat and orderly files
- Ability to read, write, and receive written and/or verbal instructions in English
- Possess excellent verbal communication skills for interfacing with military and civilian customers
- Excellent written and verbal communication and interpersonal skills
- Ability to use computer manuals to perform system administration functions
- Ability to use these forms and databases to provide reports to the Government
- Ability to use good judgment and common sense when performing job functions
- Type or perform data entry activities at 45 wpm with minimal mistakes Preferred
