Description
The City of Anaheim Finance Department seeks a talented and well-qualified Geographic Information Systems (GIS) Analyst I or II to support the GIS needs of the city. Under general direction, the GIS Analyst performs computer application and/or database design, development, and implementation services for City-wide users utilizing Geographic Information System (GIS) technology.

$82,870.00 - $113,947.00 Annually
Candidates must possess a Bachelor's Degree in Geography or other related field and at least four years of GIS technical operating experience including analysis, design, development, and programming of GIS applications and databases.
The City reserves the right to determine the qualification of the candidate as either GIS Analyst I or II.
Essential Functions
DISTINGUISHING CHARACTERISTICS:
The GIS Analyst I is the entry level class in the GIS Analyst series. This class is distinguished from the GIS Analyst II by the performance of the more routine tasks and duties assigned to positions within the series.
The GIS Analyst II is the full journey level class within the GIS Analyst series. Employees within this class are distinguished from the GIS Analyst I by the performance of the full range of duties as assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies within the work unit.
Qualifications
The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.
The essential functions between the GIS Analyst I and II series are differentiated by the performance of complex duties by the GIS Analyst II.
Develop GIS applications for system users and operators using programming languages. Write, edit, install, and verify that programs are debugged and provide desired results.
Design and develop GIS database models and templates.
Write and edit programs for accessing, maintaining, linking and populating databases. Verify database integrity.
Administer GIS servers and workstations by installing and troubleshooting system software and programs. Administer system access and security.
Train and provide technical direction to users and operators on GIS Software, and/or custom applications. Write procedures for utilizing GIS software and applications.
Interpret information from recorded maps, land grants, deeds and other data source documents.
Generate standard and custom products such as reports, maps, diagrams, exhibits and displays using GIS software and related equipment (workstations, plotters, and digitizers).
Use GIS software to make queries and perform informational analysis of location, relationships, trends, patterns, adjacency, containment, and proximity of features and data.
Determine effective presentation of information and select appropriate cartographic elements, including, map projection, scale, color, shading, symbols, and additional elements, such as images, graphs, tables, and overlays.
Respond to inquiries from city staff, developers, contractors, architects and the general public regarding City requirements related to GIS.
Integrate GIS with other systems and databases such as Customer Information System (CIS), Work Management, Outage management, Permit Tracking, and the Internet.
Assists with transposing data from source documents (record maps, deeds, etc) using Coordinate Geometry (COGO), digitizing or scanning methods into GIS and/or related databases. Data types include parcels, streets, sewers, storm drains, water systems, or city annexations.
Perform related duties and responsibilities as required.
Qualifications for GIS Analyst I:
Experience and Education: A Bachelor's Degree in Geography or other related field and four years of GIS technical operating experience including analysis, design, development, and programming of GIS applications and databases. An equivalent combination of experience and training sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Knowledge of: GIS software, programming logic, computer operating systems, and networks; computer system architecture, client/server protocol, and local area network systems; principles and practices of GIS; land base information (examples to include lot, parcel, tract, right-of-way, easement); map design; City policies and procedures; principles of and training.
Ability to: write custom applications using languages such a Visual Basic, C#.Net, or Python; understand and apply programming logic and interpret programming code; understand Relational Database Management System (RDBMS) (Oracle, SQL Server) protocol and utilize RDBMS tools to create, install and maintain custom database applications, install, debug and resolve software and application problems; listen to and interpret non-technical user requests or problems; clearly communicate technical ideas and thoughts to GIS operators and users; manage projects and train personnel; make mathematical computations; adapt to on-going technological developments and advancements; analyze data to prepare reports and maps; develop site specific GIS applications; communicate effectively both orally and in writing; establish and maintain effective and cooperative working relationships with others; effectively lead assigned employees; read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; and keep clear and accurate notes.
Qualifications for GIS Analyst II:
Experience and Education: At least one-year experience as GIS Analyst I with the City of Anaheim OR five years of relevant experience equivalent to GIS technical operating experience including analysis, design, development, and programming of GIS applications and databases supplemented by a Bachelor's Degree in Geography or other related field. An equivalent combination of experience and training sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.
Knowledge of: GIS software, programming logic, computer operating systems, and networks; computer system architecture, client/server protocol, and local area network systems; Principles and practices of GIS; land base information (examples to include lot, parcel, tract, right-of-way, easement); complex map design; City policies and procedures; principles of training.

The City reserves the right to determine the qualification of the candidate as either GIS Analyst I or II.

RETIREMENT BENEFITS - The City contracts with the California Public Employees Retirement System (CalPERS) to provide retirement benefits. Retirement formula is based on appointment date and membership status with CalPERS.
