The County of Lambton is an urban-rural area in southwestern Ontario that is home to over 126,000 residents. The Corporation's seven divisions operate programs and services for the residents of Lambton County such as land ambulance, provincial offences court, three Long-Term Care Homes, 25 library branches, two museums, an art gallery, archives, local roadways, public health services, housing services, social services, building services and planning and development services. Lambton County is a community dedicated to economic growth, environmental stewardship and an enhanced quality of life through the provision of responsive and efficient services and collaborative efforts with its municipal and community partners.

Position Overview

The General Manager (GM) is the senior management position within the Long-Term Care Division. The GM acts as a community leader for mandated activities and services within the scope of the division's portfolio. GM determines ultimate direction or course of action taken by the Long-Term Care Division. The position provides corporate leadership to the entire County through strategic planning, project initiatives, budgeting and overall service delivery planning and evaluation. The incumbent builds external networks, alliances and partnerships to create vision and influence results that enhance the quality of life for citizens, communities and stakeholders in Lambton County, ensuring compliance with relevant County of Lambton policies and procedures, legislation, and provincial directives. The position is responsible for overall management of program development, service delivery, planning and direction of the Long-Term Care Division Administration the three long-term care homes (Lambton Meadowview Villa, Marshall Gowland Manor and North Lambton Lodge) and the Adult Enrichment Centers.

Duties and Responsibilities

Budget/Finance:
Provide input and finalize draft budget for the entire corporation, and make recommendations prior to release to County Council
Prepare divisional budget with input and assistance from Homes' Administrators and including Community Services Supervisor.
Directly responsible for annual budget and reports to Council; current Budget in excess of $30M
Present divisional budget for review and consideration to the GM team
Present and defend divisional budget to County Council
Monitor divisional budget on monthly basis and address any issues with departmental managers
Planning/Evaluation:
Review overall program/service levels to evaluate effectiveness and efficiency of current levels of service within the Division specifically and the entire Corporation generally
Make recommendations to Council on the level/type of services based on strategic corporate priorities, emerging trends, provincial mandates, local needs, statutory requirements etc.
Constantly review/monitor revenue and occupancy to optimize funding and care levels for the County's Long-Term Care Homes.
Human Resources Management:
Ultimate authority for all employees within the Division (currently over 500 employees)
In consultation with other division's GMs approve all new employee related County policies and procedures
Ensure HR policies and collective agreements (4) are consistently applied across the Division
Coordinate and integrate Long-Term Care Division with other County Divisions
Ensure divisional activity and direction are in accordance with County policies and strategic direction
Develop and review job descriptions for new positions and participate in all interviews for positions as required by the "two up rule"
Approve all job postings within the Division to ensure each decision to replace staff has been reviewed by manager and consideration has been given to using the opportunity to review and/or revise department's organizational structure
Act as a managerial review in the grievance procedure and as a member of the Labour Management team when required
Communication:
Ensure timely communication with members of Long-Term Care Division and with all other division's GMs regarding County-wide service delivery or initiatives
Prepare monthly Committee and Council reports with input of department managers
Attend monthly Committee and County Council meetings as a resource to provide information related to Division activities
Speak/meet with the media, Elders, families, special interest groups, Ministry representatives, funding and legislative Authorities, local municipal representatives and members of the public to address specific concerns, respond to questions, and to provide information regarding County services
Act as liaison between Ministry of Long-Term Care (MLTC) and Ontario Health West and/or Ontario Health Team on issues specific to long-term care and impact upon the delivery of service
Policy/Procedure:
In consultation with other division's GMs approve all County-wide policies/procedures
Ensure the integration of initiatives with those of other County Divisions/Departments
Review and approve policies and procedures as they relate to the scope of the services delivered by the division
Community Leadership:
Engagement of community stakeholders as they may relate to delivery of services and programmes offered by the Division and the County of Lambton as a whole, i.e. Ministry officials, taxpayers, local government authorities, other groups and organizations with a broad County mandate
General:
Incumbents must keep up-to-date on all relevant legislation, collective bargaining agreements, County Policies and Procedures, etc. ensuring that these are implemented as prescribed
Incumbents must possess the physical ability to meet the duties and responsibilities of the job description and/or the requirements identified within the position's Physical Demands Analysis

Supervision Requirements
Direct Supervision: Homes' Administrators (3), Community Services Supervisor, Accounts Payable Clerk, Capital and Facilities Coordinator, Quality Assurance Education Manager, Executive Assistant, and Scheduling Lead
Indirect Supervision: All other staff in the Division (525 employees)
Functional Authority: Provides direction, consultative services and advice on employee/technical issues and services to the Corporation

Qualifications

Minimum Formal Education
A University degree from an accredited post-secondary school institution, or a combination of education and experience in a relevant discipline related to areas of service provision
AdvantAge Ontario Administrator Leadership Certificate or equivalent is an asset
Experience
Related experience should be at the senior management level (3 years) in the municipal sector (10 years)
Comprehensive understanding of local government operations, financing, municipal legislation and regulations relative to County Council's mandate
Excellent strategic planning, analytical, problem solving, investigative and report writing
Strong conceptual abilities as well as technical and interpersonal skills
A comprehensive understanding of appropriate federal, provincial and municipal legislation and regulations related to the provision of long-term care services
Demonstrated experience in health care administration/long-term care, including senior management experience and unionized workplaces
Knowledge, skill and experience in working with MLTC representatives
Knowledge, skill and experience in working with funding and legislative authorities
A valid Ontario Driver's Licence and use of a vehicle.
