Responsibilities 

Reporting to TB&T Director's Office, the General Manager (GM) is fully responsible and accountable for managing all aspects of the operation, maintenance, and security of the Staten Island Bridges facilities (Bayonne Bridge, Goethals Bridge, and Outerbridge Crossing). This includes developing immediate and long-range facility asset management plans; managing a large and diverse workforce consisting of both unionized and managerial personnel who are involved with day-to-day administration, operation and maintenance of the facility as well as working to deliver a first-class customer experience for both internal and external stakeholders.This position is responsible for identifying, coordinating, implementing, and monitoring security initiatives that protect facility assets, employees and customers. Building and maintaining effective and collaborative working relationships with local government agencies, elected officials, municipalities, and community organizations is also a critical component of this role. The GM will also manage internal partnerships with agency staff departments and oversee procurement and contracting operations of all facility units.  In addition, the successful candidate will be responsible for staff initiatives that include policy implementation, selection, training, discipline, and staff evaluation.  

The GM position is tasked with coordinating activities with the Department's Business Plan to meet critical objectives through the development and use of robust performance measurements. The position is also responsible for creating and managing the overall facility budget, including overtime, to ensure that annual expenditures conform to budgeted allocations, and that monthly overtime hours meet budgeted and/or revised monthly overtime targets. Working with the TB&T E-ZPass Unit and various stakeholders, the GM will be accountable for the accurate/efficient revenue collection function and the safeguarding of those funds.  

The GM will also provide substantive input into the strategic visioning and development of the Capital Program required to meet the long-term operational needs of the three SIB bridge facilities and be responsible for overseeing infrastructure renewal and replacement programs through a comprehensive Capital Program that balances construction, maintenance, and operational needs through the corporate asset management program.  The GM will promote congestion mitigation strategies by identifying areas for operational change, enhancing traffic flow with the goal of improved environmental conditions, and minimizing impacts within the host communities in New York and New Jersey.   

The General Manager is the Agency's Authorized Representative to carry out the Port Authority's responsibilities under the Maintenance and Operations phase of the Goethals Bridge Replacement Project. The GM is also strongly encouraged to work with the department to explore the expanded use and implementation of Intelligent Transportation System (ITS) best-in-class technologies as well as other customer enhancing programs including, but not limited to, applications such as Weigh-In-Motion (WIM) systems, enhanced weather station and roadway sensor capabilities and automatic license plate recognition (ALPR) systems.  

Qualifications  

Applicants must hold a Bachelor's degree from an accredited college or university preferably in Planning, Engineering or Architecture. 

Minimum of ten years of progressive management and supervisory experience in facility operations or maintenance. 
 
Must possess a valid driver's license. 
 
 
 
POSITION REQUIREMENTS: 
Demonstrated analytical skills, and innovative thinking to advance operating efficiencies and productivity improvements including the ability to produce actionable recommendations for operations, physical infrastructure, systems and services, traffic flow, facility access, safety, reliability and customer satisfaction improvements. 
 
Demonstrated significant and increasingly responsible experience managing a large diverse workforce consisting of managerial and unionized staff; experience administering labor contracts and promoting harmonious labor relations; and demonstrated ability to evaluate, select and motivate staff and project teams to achieve, and maintain high performance through training and development. 
 
Proven project and resource management abilities with demonstrated experience establishing priorities, assessing trade-offs, resolving conflict, and mitigating risks in a manner that supports the facility capital program. 
 
Proven leadership through influence, persuasion and effective working relationships both within the organization, and with outside interests and stakeholders demonstrating an understanding of how to balance positive working relationships with the community organizations consistent with Port Authority business objectives. 
 
Demonstrated range of in-depth business, technical and industry expertise that can be applied across the multiple disciplines of the TB&T Department including construction, maintenance and asset management programs; the ability to protect existing revenue and support the generation of new revenue sources; and knowledge and experience developing operating budgets, and monitoring financial performance. 
 
Demonstrated ability to communicate complex business, technical, financial, legal and political issues in a manner that engenders confidence, trust and support; experience preparing formal presentations, and the ability to communicate a leadership message that instills a strong customer service message. 
 
Demonstrated experience implementing and managing safety and security programs that protect PA customers, employees, and infrastructure, and that provide a safe, healthy, and sustainable environment for employees and customers.
