Job description

This position performs and coordinates advanced transportation engineering operations or maintenance support work such as construction and complex maintenance contract inspection; light and heavy equipment operation; roadway maintenance; traffic control; helping the public during emergency situations; and training other employees. May serve as a lead worker. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Conducts tests of highway construction materials, makes calculations, and records results.
  • Identifies, analyzes, and implements solutions for complex maintenance problems.
  • Inspects complex maintenance and construction-related work to include hot mix overlay to ensure compliance with safety, laws and regulations, contract specifications and departmental procedures. 
  • Inspects construction and routine and non-routine contract maintenance methods and workmanship to ensure contractors maintain roadways, bridges, traffic signals and related highway structures in accordance with plans and specifications. 
  • Inspects traffic control devices and their placement at construction project sites for compliance with specifications for devices, safety laws, rules, and the regulations and the Texas Manual on Unform Traffic Control Devices. 
  • May serve as a lead worker and the related tasks. 
  • May train other employees. 
  • Operates light and heavy equipment; performs preventive maintenance and repairs on equipment; performs roadway maintenance.

Minimum Qualifications:

Education: High School Grad or Equivalent in general high school studies.

Experience: 4 years in transportation engineering support, roadway maintenance, construction inspection, or related work experience. (Experience can be satisfied by fulltime or prorated parttime equivalent).

Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

    • Commercial Driver Certificate at time of hire.
    • Class "A" Commercial Driver's License at time of hire.
    • Valid driver's license. This position requires driving a state vehicle.

  • Maintaining a safe working relationship, leading, assigning, reviewing, and monitoring the work of others

Physical Requirements and Working Conditions:

  • Subject to outside environmental conditions; no effective weather protection
  • Subject to inside and outside environmental conditions
  • Subject to extreme cold and heat; below 32 and above 100 degrees for more than one hour
  • Subject to noise

  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals
  • Subject to atmospheric conditions-fumes, odors, dusts, mists, gases, poor ventilation
  • Subject to air and/or skin exposure to oils and other cutting fluids
  • Required to wear protective gear-respirator, hard hat, or other device
  • Works frequently in small/crawl spaces; manholes; areas that can cause claustrophobia
  • Medium work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs.
  • Visual Acuity-operate machines, such as drill presses, power saws, and mills
  • Visual Acuity-operate motor vehicles and/or heavy equipment

  • Must be able to report for duty within 30 minutes of notification on a 24-hour basis to respond to emergency situations.
