Job description

These positions are to be filled under the OPM Government-Wide Direct Hire Authority Certain STEM Positions for grades GS 11-15. This serves as a public notice for the use of the Direct Hire Authority in accordance with 5 U.S.C. 3327 and 3330 and 5 CFR 330. Under this recruitment procedure, applications will be accepted for each location/ installation identified in this Public Notice. There may or may not be actual/projected vacancies at the time you submit your application.
Qualifications:

You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. See the Education section for the Basic Requirement.

SPECIALIZED EXPERIENCE REQUIREMENTS
The specialized experience listed are the minimum requirements for the series, each particular vacancy may have additional experience necessary to meet the applicable grade level.
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for these positions are defined as:
GS-11: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Experience includes providing support in the planning, development and implementation for components within the assigned programs/projects; assisting with the performance of assessments, and design reviews to evaluate contractor performance; prepares written evaluations to identify inadequacies or weaknesses; and assisting in identifying and resolving issues which could have an impact on the program/project.
OR
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
OR
Combination of education and experience as described above. Less than one year of specialized experience may be combined with graduate education in excess of the amount required for the next lower grade level (i.e., credit hours beyond the first two years of full-time study may be credited).
GS-12: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Experience includes applying engineering practices to ensure the project systems meet performance objectives; planning, and conducting projects/studies to evaluate and recommend ways to improve the efficiency of operations; providing recommendations to ensure projects/programs are coordinated in an efficient and cost-effective manner; and participating in the resolution of issues affecting assigned project.
NOTE: There is no substitution of education for specialized experience at the GS-12 level.
GS-13: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience includes conducting engineering research and studies to determine and recommend appropriate solutions to issues, interpret designs, and evaluate adequacy; conducting projects and /or studies within established financial and time constraints; developing and utilizing data collection techniques to assess project and program effectiveness; and interpreting and evaluating engineering drawings, specifications, and technical data packages.
NOTE: There is no substitution of education for specialized experience at the GS-13 level.
GS-14: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Experience includes analyzing the application of experimental theories and/or new applications and developments for research and development; developing strategies and tactics for future activities and to meet technology development goals; developing requirements, long term goals, objectives, and schedules for the accomplishment of applied research and development, and deployment of technologies; and preparing briefings , presentations, newsletters, and other communications to convey the status of research, project, or program.
NOTE: There is no substitution of education for specialized experience at the GS-14 level.
GS-15: You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Experience includes developing and documenting research plans including associated budget plans in a timely manner; monitoring projects and providing high-level guidance to help resolve any project-related issues, including project modifications; developing and negotiating major agreements with other government agencies in the assigned new business areas; clarifying and making authoritative recommendations leading to decision making and resolution of critical issues; and evaluating complex technical issues and research results associated with the integration of technologies and recommend future program research needs.
NOTE: There is no substitution of education for specialized experience at the GS-15 level.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This public notice may be used to fill multiple positions as needed; therefore, applicants must meet the qualifications at the time the applications are reviewed.

Education:

BASIC REQUIREMENT

Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
