The Department of the Navy Office of the General Counsel has been serving the Department since 1941 and is committed to developing innovative legal solutions to the business and other challenges facing the Navy and Marine Corps to enhance the war fighting capability of the Naval Service. You will find our attorneys stationed across the United States and worldwide, working with Navy and Marine Corps personnel wherever the Department's business is conducted.
There is a vacancy for an attorney to serve as Counsel at the U.S. Naval Community College (USNCC) in Quantico, Virginia. This is a new position that reports to the Assistant General Counsel, Manpower and Reserve Affairs. The USNCC is an educational institution. The mission of USNCC is to advance warfighting advantage and enhance operational readiness by providing world-class, naval-relevant education to a globally deployed force. USNCC will support enlisted Sailors and Marines in achieving professional Certificates and Associate's degrees that will enhance operational readiness and improve warfighting capabilities, while putting Sailors and Marines on path to a lifelong learning. The Counsel will serve as the USNCC legal advisor. As subject matter expert, the Counsel will address difficult legal and policy questions where frequently there is an absence of clearly applicable precedents.The Counsel will be expected to build USNCC OGC capability and provide direct support to primary client operations. This will require rapid assimilation of information and proven analytic ability to identify and communicate operational flexibility and compliance requirements effectively. Facts related to questions addressed are often complex, subject to numerous interpretations and may require the development of innovative solutions to support USNCC's mission and management policies in the fields of civilian personnel law, ethics, fiscal law, contracts, FOIA/Privacy Act, education law and general administrative law. Additional responsibilities may include comprehensive legal advice and program support across the full range of OGC practice. The selected applicant may be expected to travel on occasion.
This position will be filled under the General Schedule (GS) at either the GS-14 or GS-15 level. To be qualified for selection at the GS-14 level, the applicant must have a minimum of 3-1/2 years of recent, relevant legal experience, including significant experience in federal civilian personnel law. To be qualified for selection at the GS-15 level, the applicant must have a minimum of 5-1/2 years of recent, relevant legal experience, including significant experience in federal civilian personnel law. Pay will be set commensurate with the successful applicant's qualifications and experience, and funding availability.
Applicants will be evaluated on:
1) The depth, breadth and quality of their relevant legal; 2) their research, analytical, and writing skills; 3) their oral communication skills; 4) their interpersonal skills, including their ability to establish effective attorney-client relationships; and 5) their ability to work both independently and as part of a team. Knowledge, understanding, or experience with Navy OGC and the Department of the Navy may be considered a plus. Applicants with a record of making significant contributions to the advancement of the DON OGC or equivalent Office of the General Counsel or Law Firm/Office beyond the day-to-day legal practice are desired. Experience working with academia, academic accreditation, and/or academic consortia is strongly desired, but not required.Education: Incumbent must have graduated from a law school that is accredited by the American Bar Association, must be an active member in good standing of the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia, and be admitted to practice before a state or federal court, of good character; and in full compliance with continuing legal education requirements of an appropriate bar. The incumbent must maintain this professional qualification at all times as a condition of employment.Employment Type: FULL_TIME
