GENERAL DESCRIPTION:
The Wyoming Game and Fish Department is seeking to hire one Staff Biologist in either Cheyenne, Casper, Lander, or Sheridan, WY. This position develops and coordinates recommendations and comments to avoid or minimize developmental impacts on crucial fish and wildlife resources throughout the state. The position will coordinate with Governor's Office representatives, land management agencies, regulatory agencies, State resource management agencies, and private entities planning or permitting development activities in fish and wildlife habitats. This position manages strategic habitat protection program projects oriented toward the Department’s strategic plan and mission.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
- Evaluate proposed development activities authorized by state and federal agencies and their potential impacts on crucial terrestrial and aquatic wildlife resources throughout the state, utilizing various technical analyses.
- Coordinate with agencies, industry, and consultants to recommend and implement Department and State of Wyoming fish and wildlife conservation policies (e.g., Executive Orders).
- Recommend appropriate mitigation activities to avoid, minimize, or reduce impacts to fish, wildlife, and habitat resources.
- Prepare Department position statements and formal evaluation responses for WGFD’s Director or Deputy Directors.
- Evaluate federal, state, and local government rules, laws, plans, and policies to determine compliance with project purpose.
- Review, monitor, and analyze technical environmental and legal guidance.
- Analyze complex and conflicting data and information.
- In collaboration with others, write policy and recommendations for final authorization by the Governor, WGFD Director, and/or Wyoming Game and Fish Commission.
- Communicate and coordinate internally with other Department divisions and programs and externally with other agencies, departments, and outside entities.
- Write detailed technical, investigative, and scientific correspondence and reports.
- Make recommendations for and implement policies and procedures.
- Research and resolve difficult questions or complaints requiring technical knowledge.
- Coordinate with federal, state, and local agencies; non-governmental organizations;
industry; consultants; and the public for input into developing policies. - Identify and coordinate research needs related to fish and wildlife and human development and facilitate the implementation of research.
- Develop, manage, and bring to completion strategic habitat protection-oriented projects that align with the Department’s strategic plan and mission.
Qualifications
PREFERENCES/**AGENCY REQUIREMENTS:
Preference may be given to those with a Bachelor's degree in Biology, Wildlife, Fisheries, or Natural Resources Management with 2-3 years of progressive work experience in wildlife management and energy development.
**Must have a valid driver's license.
KNOWLEDGE:
- Knowledge of agency and/or organizational program(s).
- Knowledge of principles, theories, and practices of budget management.
- Knowledge of how to weigh the relative costs and benefits of a potential action.
- Knowledge of how to estimate sizes, distances, quantities, or determine time, costs, resources, and/or materials.
- Knowledge of contract terms, policies and procedures, etc.
- Knowledge of survey methodology and related tools.
- Knowledge of how to evaluate information against a set of standards.
- Knowledge of how to use scientific methods to solve problems.
