I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Front-End Web Developer/Web Designer 2, hereafter referred to as Candidate(s), who meets the general qualifications of Front-End Web Developer/Web Designer 2, Web Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
All work products resulting from the project shall be considered "works made for hire " and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

DSHS may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. All work regarding this project includes all activities necessary to support the successful completion of all deliverables required within the Department of State Health Services (DSHS) Public Health Application (PHA) services for IT Infrastructure Services and IT System Services for the redesign of the Texas Health Safety Network (TxHSN) system. DSHS had originally planned to update the current Maven based reporting system, however, due to ongoing quality issues with the system, DSHS will need to develop and implement a replacement system that meets new business requirements for the program. The replacement system will allow DSHS to improve reporting and tracking of Health Associated Infections (HAI's) and enhance infection prevention activities that may prevent transmission of communicable diseases such as COVID-19 in healthcare facilities. The new system will also be augmented to track infection control assessment and response activities in response to COVID-19 pandemic or other infection prevention emergencies. Staff augmentation contractor will provide support for all testing efforts for the TxHSN system redesign.
Job Description - Programmers who specialize in website design. Front End Developer duties include determining the structure and design of web pages, striking a balance between functional and aesthetic design and ensuring web design is optimized for web application development.
II. CANDIDATE SKILLS AND QUALIFICATIONS Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/Preferred Experience 4 Required Has knowledge of commonly used concepts, practices, and procedures within web application development when determine the structure and design for the front-end user interface. 4 Required Relies on instructions and pre-established guidelines to perform the functions of the job. 4 Required Ensures the web design is optimized for web application development 4 Required Primary job functions do not typically require exercising independent judgment. 4 Required Relies on mature oral and written communication skills 4 Required Has proven ability to work successfully with technical and non-technical groups, and manage multiple responsibilities 4 Required Knowledge and experience working with a scrum team in an agile environment to deliver software release sprints. 1 Preferred Working in the field of public or private health care organizations as a tester 1 Preferred Experience with public health information systems and software applications 1 Preferred Participation in Information Technology projects implementing commercial applications that meet Health Resources and Services Administration requirements
III. TERMS OF SERVICE
Services are expected to start 04/01/2022 and are expected to complete by 08/31/2022. Total estimated hours per Candidate shall not exceed 856 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
The primary work location(s) will be at 1100 West 49th Street, Austin, TX 78751. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.
The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.
V. OTHER SPECIAL REQUIREMENTS
TERM OF SERVICE Services expected to start on or around April 1, 2022 end by July 31, 2023. Total estimated Worker hours shall not exceed 856 hours FY2022 and 1,832 hours In FY2023. A written agreement by both parties to amend or extend this service is acceptable. WORK HOURS AND LOCATION
A) Services shall be provided during normal business hours unless otherwise coordinated through the Agency. Normal business hours are Monday through Friday from 8:00 a.m. through 5:00 p.m., excluding Texas state holidays when the agency is closed.
B) The primary work location will be 1100 West 49th Street, Austin, TX 78751. Position will be remote until further notice. Prefer local candidates within the State of Texas however, will except out of state candidates as well.
C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker's and/or Vendor's expense.
D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.

VI. ADDITIONAL TERMS AND CONDITIONS

Worker must sign an Acceptable Use Agreement as a condition of employment.
Worker must sign and return an HHSC Information Technology Staff Augmentation Contractor Integrity Agreement (IT Form 4710) before a purchase order is issued.
Vendor must sign and return and HHS Information Security Cybersecurity Training Acknowledgement ( HHS Form 3834 ) before a purchase order is issued.
Vendor must conduct a criminal history investigation of the Worker and provide the results to HHSC prior to the issuance of any purchase order. The criminal history investigation must have been conducted within six months prior to the issuance of any purchase order, including a purchase order for modifying or extending the terms of the agreement. Should the Worker not be acceptable to HHSC at any time because of the results of the criminal history investigation, then HHSC may immediately terminate its purchase order and related service agreement or request replacement of the Worker in question.
By accepting the purchaser order, the Vendor agrees to comply with the HHS Data Use Agreement .
