Job description

This is a skilled and technical field supervisory position that is responsible for the supervision of employees assigned to the Indian River County Department of Utility Services (IRCDUS) Wastewater Collection and pumping systems. Supervises and gives technical direction in the maintenance, repair and/or replacement of various components within the wastewater operating system. Supervises the cleaning and televising of the County's Wastewater Collection system and associated service connections and repair of lift stations. Work requires considerable judgment, being highly organized and detail-oriented, and is performed under the indirect supervision of the Field Maintenance Superintendent, or as designated.

  • Performs annual employee reviews and provides progressive discipline if needed.
  • Gives technical direction and supervises personal in the maintenance, repair and/or replacement of various components within the Wastewater Collection and pumping system. These components include but are not necessarily limited to manhole structures, wet wells, valve vaults, mechanical piping, gravity mains, pressure force mains, and service laterals, etc.
  • Gives technical direction and supervises the cleaning and televising of sewer mains, service laterals and lift stations.
  • Collects and records work order information of the Wastewater Collection network through the use of software and equipment such as computers, tablets, phones and other electronic devices.
  • Accesses and navigates software applications including the Granite net, County's GIS Mapping System, Microsoft Word & Excel, and Open Gov system to obtain Wastewater Collection network information including layout and location, work history and asset information.
  • Completes plan reviews for the Wastewater Collection/ lift stations division and attends meetings concerning these plan reviews when required.
  • Provides direction and instruction to crew in safe work habits to assure compliance with IRCDUS's safety program.
  • Provides direction for Florida Department of Transportation's (FDOT's) Maintenance of Traffic (MOT) requirements.
  • Coordinates needed work schedules based on workloads.
  • Ensures work crews' efforts are accurate and thorough.
  • Recommends purchase of needed equipment, materials, and supplies to meet present and future demands.
  • Prepares accurate reports for distribution to engineering to provide accurate update of key maps.
  • Keeps accurate records of work performed for follow-up and feedback to customers, contractors, or other IRC departments.
  • Ensures trucks, tools and equipment are kept clean and ready for use, and the truck is stocked with items needed to perform daily assignments.
  • Performs daily vehicle safety checklist before leaving compound in the morning and upon return at the end of the day.
  • Assists other departmental employees, as required.
  • Performs mentoring duties to new employees, as assigned.
  • Keeps monthly and yearly reports
  • May be assigned to shift work. May be required to work weekend and holidays. May be required to respond to after-hour calls.
  • Will be required to participate in on-call rotation for response to afterhours calls.
  • Familiarity and ability to safely load, haul and unload heavy construction equipment requiring large multi-axel trucks and equipment.
  • Familiarity and ability to safely operate large vacuum truck., and TV Truck.

EDUCATION/EXPERIENCE:

High School Diploma / GED supplemented by a minimum of three (3) recent years of progressively responsible experience relating to water distribution repairs and installation. A minimum of two (2) years of supervisory experience is required.

LICENSES, CERTIFICATIONS, OR REGISTRATIONS:

  • Must possess a valid State of Florida Driver's License, and have and maintain an acceptable driving record
  • Must possess or obtain within the first 18 months of employment a valid Florida Class "A" Commercial Driver's License with "Tanker" endorsement.
  • Must possess a valid Class B Wastewater Collection certificate with the ability to obtain a Class A within 12 months of hire.
  • FDOT Temporary Traffic Control (TTC) Intermediate Course or ability to obtain with 90 days of employment.

KNOWLEDGE, ABILITIES, AND SKILLS:

Knowledge of and skill in methods, materials, and techniques used in the construction, maintenance, and repair of water distribution systems.

Ability and skill to operate heavy construction equipment when required.

Knowledge of accepted supervisory methods, field supervision, and employee performance standards.

Knowledge of materials, tools, equipment, and methods commonly used in general advanced activities, particularly in the water distribution systems.

Knowledge of administrative reporting requirements of federal, state, and local regulatory agencies.

Knowledge of the occupational hazards, standard safety precautions, safe work methods, and related safety devices associated with a utility company.

Knowledge of the Florida Department of Transportation's (FDOT's) Maintenance of Traffic (MOT).

Knowledge of regulatory requirements for underground utilities locates and trench safety.

Ability to communicate effectively, and establish and maintain harmonious relationships with supervisors, customers, other employees, other departments, other governmental and regulatory agencies, and the general public, as needed.

Ability to understand, and follow quickly and accurately brief oral and written instructions on moderately complex matters.

Ability to efficiently handle emergencies and multiple tasks simultaneously.

Ability to operate a computer/laptop/hand-held devices and associated software.

Ability to accurately read and interpret as-builts, blueprints, diagrams, sketches, construction plans, and key maps of underground utility systems.

Ability to correctly interpret and administer rules, regulations, and policies in order to make decisions based on established policies and procedures.

Ability to interpret and complete work order forms and locate tickets in legible handwriting.

Ability to perform basic math and to read, understand, and utilize tape measure and measuring wheel.

Ability to accurately mark on the ground the location of service lines using aerosol paint, marking flags, and locating markers.

Ability to identify and comprehend colors as they relate to traffic and/or road signs, safety equipment, utility markings, and other utility related materials.

Ability to work shifts and overtime which may include evenings, weekends, and/or holidays.

Ability to work on-call.

ENVIRONMENTAL CONDITIONS:

Work is performed outside in varying weather conditions with dust, chemicals, grease, oils, uneven surfaces, around electricity.
