MINIMUM TRAINING & EXPERIENCE
Graduation from high school and five (5) years of experience in water distribution system maintenance, sewer collection systems, construction, or a related field, including supervisory experience, required. Must possess a valid Florida Driver's License and have and maintain an acceptable driving record.
SPECIAL REQUIREMENTS:
Possession of a Florida Water Pollution Control Operators "A" Level Certification is required at the time of Appointment and the ability to obtain a valid State of Florida Class "B" Commercial Driver's License and become certified by NASSCO in Pipeline and Manhole Assessment within 12 months of appointment.
Must have the ability to wear personal protection equipment including hearing, eye, foot, hand, head, fall, and respiratory protection. Dependent upon work assignment must be able to work while wearing a protective suit and/or while breathing through a supplied air system.

GENERAL STATEMENT OF JOB
Under general supervision, performs limited administrative and supervisory work overseeing the maintenance, repair and construction of City owned Water / Wastewater systems and related facilities. Employee is responsible for scheduling, providing limited supervision, participating in, and inspecting the work of departmental employees engaged in the maintenance, repair and construction of City owned water/wastewater systems and related facilities. Work includes determining priorities and assigning personnel to various job sites; determining the nature and extent of maintenance and repair work to be performed and procuring needed maintenance supplies and materials. Work requires employee to wear and use personal protection equipment including hearing, eye, foot, hand, head, fall, and respiratory protection. Reports to the Water Distribution, Wastewater Collection or Maintenance Superintendent/Supervisor.
SPECIFIC DUTIES & RESPONSIBLITIES
ESSENTIAL JOB FUNCTION
Supervises, assigns and directs activities of the Water Distribution. Wastewater Collection or Maintenance sections in the installation, maintenance and repair of equipment and facilities of the City Utility Systems; develops, establishes and ensures adherence to policies, procedures and standards, and instructs and advises subordinates, as necessary, resolving problems as non-routine situations arise. Inspects work areas prior to beginning work, and ensures safety of work sites and practices. Completes and signs work orders for completed assignments. Performs data entry to input pertinent information into the Computer Maintenance Management System (CMMS). Performs routine maintenance to include the daily cleaning of the truck and all equipment. Performs minor maintenance and related care of equipment.
Makes recommendations for routine personnel matters affecting direct subordinates, including recruiting, interviewing, hiring training, assigning, scheduling, granting leave, appraising and disciplining, etc., submitting such records and reports as required by Department and City management.
Monitors and maintenance schedules for department's equipment and related appurtenances; oversees performance of maintenance and repair work as scheduled or otherwise necessary.
Researches equipment and supply prices, and prepares purchase specifications; purchases supplies and equipment as necessary to maintain adequate inventory for daily maintenance operations.
Prepares and maintains various activities records and reports; submits reports to superiors as requested or as otherwise deemed appropriate; projects personnel and cost estimates to assist in Department budget proposal preparation. Utilizes and maintains computer programs and data bases. Insures that all health and safety policies are adhered to protect employees and the public.
Dependent upon work assignment, works while wearing a protective suit or while breathing through a supplied air system.
Reviews project plans and specifications to ensure compliance with applicable codes and ordinances and recommendations amendments or alterations to achieve compliance as necessary. Confers with City staff to ensure compliance of all site work prior to issuance of certificate of occupancy.
Responds to questions and complaints from the public related to division activities and explains City of Palm Bay Utility policies; consults with staff to resolve technical, operational or personnel problems; troubleshoots complex technical problems, develops alternative solutions and makes recommendations for action.
Assists in the development and implementation of division goals, objectives and policies.
May be assigned to shift work. May be required to work weekends and holidays. May be required to respond to after hour calls.

Short Term Disability: Coverage pays 66 2/3% of employee's annual base salary during a short-term disability period not to exceed 26 weeks.
Long Term Disability: Coverage pays 66 2/3% of employee's salary at time of disability after a 180 consecutive day waiting period.
Defined Contribution Retirement Plan: City contributes a base of 3%. Employees may contribute up to 6% and the City will match the employees contribution.
Holidays: 10 holidays and 1 birthday holiday.
Paid Leave: Accrue 96 hours of vacation and sick leave per year. Accrued vacation hours increase after 10 years of service.
