Job Summary: 

Manages contracted food sales/service and retail operations at the Pentagon and the Naval Support Activity (NAVSUPPACT) Washington, Civilian Morale and Welfare and Recreation (MWR) organization.

Duties and Responsibilities:

-  Monitors the contractor's performance and interfaces with the contractor's personnel to ensure optimal customer service, sales and overall profitability of the operations.

-  Functions as the primary coordinator for all matters regarding NEXCOM operation in support of the Department of Defense Concessions Committee (DoDCC) at the Pentagon and the NAVSUPPACT Washington, Civilian  MWR organization.

-  Performs the duties as Contracting Officer Technical Representative (COTR) for a variety of Food Service, Retail  and other support contracts. 

-  Provides guidance and assistance to the NEXCOM Branch Manager Food Service Program on operational and administrative matters.  Recommends and implements approved NEXCOM changes in policies and procedures to improve operations.

-  Analyzes financial statements, management audit reports and other pertinent financial data to evaluate the degree of operational efficiency in terms of operating costs and utilization of resources.

-  Responsible for customer service programs, operational reporting and inventory control.

-  Analyzes financial statements and other pertinent data to evaluate operational efficiency.  Develops and controls an operating budget to include sales, profits direct and indirect costs.  Conducts budget reviews and makes adjustments.

-  Responsible for monitoring and managing janitorial services, maintenance of spaces and coordination with DoDCC regarding facility improvement projects and assets utilization, etc.  Ensures compliance with safety, security and fire prevention policies as set forth by the cognizant authority for spaces within the Pentagon and NAVSUPPACT Washington.

-  Establishes and promotes contractor and direct operations plans.  

-  Responsible for the preparation and submission of reports and the maintenance of operating records/files.

-  Works under the general direction of the NEXCOM Branch Manager Food Service Program,interfaces with the NEXCOM Vending Branch Manager, District Manager Mid-Atlantic, General Manager Bethesda, MD and the Complex Vending Manager Bethesda.

-  Prepares and delivers substantive briefings to senior government officials, and contractors on current or proposed  operations.

-  Attends seminars and commercial shows.  Establishes and maintains constructive relationships with key government, military, civilian personnel, vendors, and corporate franchise representatives doing business with NEXCOM.

-  Carries out EEO policies and communicates support to subordinates.
 
 II.   Vending Services: 
Works with the Navy Exchange Bethesda Complex Vending Manager as:
      * Alternate POC for both Direct Run and Contracted vending matters.
      * Maintains a "temporary" change fund for immediate vending refunds.
      * Observes physical security of vending storage spaces, cleanliness of vending areas / operational sites and reports observations to NEX Bethesda Complex Vending Manager.

The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required.

A total of 6 years of experience, consisting of the following:

GENERAL EXPERIENCE:  Three years of experience performed in administrative, merchandising, technical or other responsible work which enabled the applicant to gain knowledge of merchandising and procurement practices; skill in dealing with others in person-to-person work relationships and the ability to exercise mature judgement.

OR

SUBSTITUTION OF EDUCATION FOR EXPERIENCE:  1 year of directly related academic study above the high school level may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for 3 years of general experience.

AND 

SPECIALIZED EXPERIENCE:  Three years of progressively responsible experience which provided background in services merchandising and operational management; maintenance of inventory levels stock controls; analyzing operational data; customers relations, exempt or non-exempt supervisory experience of human resources; and maintaining effective sanitation, security and safety measures; or similar work which demonstrated the knowledge and abilities required to manage the operational area.
