The Washington Administrative Office of the Courts (AOC) is seeking a qualified and experienced Contracts and Procurement Manager to lead our dynamic team and coordinate the contracting activities of AOC. As the Contracts and Procurement Manager, you will play a pivotal role in managing and overseeing the contracting process for hundreds of contracts with courts across the state and with vendors our court system utilizes. This position sits on the management team of the Management Services Division and offers a unique opportunity to contribute to the efficient and effective functioning of the Washington state court system.
In this position, part of your role will be transformative and part of it will be traditional. Over the next five years, we'll be implementing a new contracting system and a new statewide financial system. AOC contracts are playing a critical role expanding therapeutic courts and implementing and maintaining case management systems, including a new system for the more than 100 district and municipal courts of Washington. This position is part of the team that makes change happen, and we're looking for an individual to join a team of skilled contracting specialists to execute these contracts efficiently and effectively. We're looking for someone that not only understands the process of drafting, negotiating, executing, and monitoring contracts, but can bring innovative solutions and a customer-forward attitude to the team.

Salary: Range 80: $107,712 - $141,300 per year (DOQ).

WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION
AOC requires employees to reside in Washington State. Any exceptions must be approved. If you are invited to interview and currently reside outside of Washington State, seek more information about residency requirements from the AOC hiring manager of this recruitment.
Position may be eligible for hybrid working; a combination of telework and working in-office.
Duties and Responsibilities
  • Negotiates, drafts, and executes contracts, agreements, software licenses, interagency agreements and leases.
  • Plans, leads, organizes and supervises, contract administration and data dissemination decision-making.
  • Supervises, trains, and reviews work of staff responsible for data dissemination, and contract management.
  • Provides procurement and contracting consultation and direction to the Supreme Court, Administrative Office of the Courts, and other judicial branch entities.
  • Provides data dissemination consultation and direction to the Supreme Court, Administrative Office of the Courts, and other judicial branch entities.
  • Conducts the investigation and analysis of vendor protests and recommends the appropriate disposition to the Management Services Division Director and the State Court Administrator.
  • Establishes and maintains contract and Procurement records.
  • Supervises internal audits of contract files.
  • Develops and interprets policies, procedures and best practices for Contracts and disclosure of electronic court records.
  • Reviews statutes, regulations, policies, and common law to ensure compliance of Contracts and Procurements and to maintain awareness of changes to the laws.
  • Reviews and keeps current with statutes, court rules, regulations, policies, and common law to ensure compliance with dissemination of electronic court records.
  • Develops, updates, and interprets contract policies, procedures, terms, and conditions.
  • Serves as lead contract negotiator for AOC.
  • Provides expert level analysis and advice to agency management; with complex contractual matters and decisions.
  • Performs other duties as required.

Qualifications and Credentials
Required:
A bachelor's degree in a related field of study from an accredited college or university, five (5) years of professional contract administration experience, AND three (3) years of direct employee supervision and management.
Preferred:
A law degree from an accredited college or university; AND
  • Membership in good standing in the Washington State Bar Association
  • Seven years of professional contract administration experience.

Five years of direct employee supervision and management.
A combination of education and experience demonstrating a working knowledge of the functions of the position may be considered in meeting the qualifications baseline.
THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE, EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES
  • Ability to effectively coach and lead staff; knowledge of human resource and organizational management techniques.
  • Understands expectations of judicial branch and ensures work meets those expectations.
  • Expert interpersonal skills and abilities to establish and maintain professional working relationships with co-workers, management, and other constituents.
  • Expert knowledge and understanding of the interaction and mission of interested groups, boards, committees, the judicial community.
  • Knowledge of Washington state statutes, court rules, common law, regulations, policies, procedures with regard to contract law.
  • Skills in the preparation of competitive procurement documents, contracts, agreements, software licenses, interagency agreements, leases and other forms of contractual instruments.
  • Skill in dispute resolution, negotiation, and settlement methods.

Supplemental Information
  • The workweek may fluctuate depending on workload or agency needs.
  • Overnight travel may be required based on business needs.
  • This position is not overtime eligible.
