Job description

The Department of Fish & Game works to preserve the state's natural resources and people's right to conservation of those resources, as protected by Article 97 of the Massachusetts Constitution. To carry out this mission, the Department exercises responsibility over the Commonwealth's marine and freshwater habitats that support them.

The Division of Ecological Restoration is charged with restoring and protecting the health and integrity of the Commonwealth's rivers, wetlands, and watersheds for the benefit of people and the environment. This mission is critical to the success of the Department of Fish and Game that manages, protects, and restores the natural resources of the Commonwealth. The Division of Ecological Restoration works with community-based partners to restore aquatic ecosystems. The Division's ecological restoration work brings clean water, recreation opportunities, and other ecosystem services to the citizens of Massachusetts.

The Department of Fish and Game, Division of Ecological Restoration is accepting resumes and applications for the position of Fiscal Coordinator (Program Coordinator I).

General Statement of Duties and Responsibilities

This position is the Fiscal Coordinator for the Division of Ecological Restoration (DER). Provides assistance essential to implementing restoration projects and other DER initiatives by carrying out fiscal administrative duties in support of the Division Finance Manager:  administration of fiscal transactions, preparing and analyzing fiscal and accounting reports, budget tracking, maintaining inventory records and tracking and analyzing spending as needed.  

Detailed Statement of Duties and Responsibilities

  1. Support and coordinate fiscal and procurement activities as assigned:
    • Coordinate and support evaluation of projects and close-out of projects.
    • Support the development of RFRs and call for projects including review and evaluation of responses.
    • Support the assessment and evaluation of effectiveness of RFR and administrative process to accommodate Program and Practice area capacity improvements.
    • Facilitate the coordination of public record requests.
    • Support purchasing and inventory of office and field supplies.

 

  1. Administration of fiscal transactions for DER in accordance with Comptroller Regulations and Protocols: 
    • Maintain contract and accounting records.
    • Review and process invoices for payment; assist with resolution of invoice discrepancies/issues with vendors.
    • Enter payment and verify payment into the Massachusetts Management Accounting and Reporting System (MMARS).
    • Assist with fiscal reporting as needed.
    • Assist with DER issued grant administration, as needed, including maintenance of records; data entry into DER's project tracking database; and track expenditures. 
    • Collect and process employee reimbursements and maintain confidential supporting documentation.
  2. Provide budget support:
    • Support Finance Manager with preparation of annual operational and capital budget
    • Track and analyze budget expenditures
    • Coordinate the distribution and collection of budget summary documents with DER staff

Preferred Qualifications: (List knowledges, skills, abilities)

Knowledge of databases and ability to generate spreadsheets for project management.

Understanding of ecological and general environmental principles.

Ability to understand the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities.

Ability to read and understand documents such as contracts, grant applications and reports, financial reports, accounts and financial policy changes.

Ability to perform mathematical calculations using formulas and to maintain accurate records

Ability to write concisely, to express thoughts clearly.

Computer proficiency with the suite of Microsoft programs (particularly Excel, Word,  and Access), and other technologies as appropriate.  Excellent all-around computer skills including data management.

Ability to work independently and with self-initiative, and as part of a team.  

Ability to exercise sound judgment and exercise discretion in handling confidential information.

Ability to adjust to varying or changing situations to meet emergency or changing needs, program requirements.

Proven ability to meet deadlines.

Demonstrated ability to follow established procedures, manage datasets, and summarize environmental data.

Strong organizational skills.

Qualifications Acquired on Job

Proficiency with the MMARS accounting system, working knowledge of state finance, Comptroller and procurement regulations and policies and procedures.

Proficiency with the Commbuys purchasing system.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) two years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.

 

Substitutions:

 

I. A Bachelor's or higher degree with a major in business administration, business management or public administration may be substituted for the required experience.*

 

II. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*

 

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
