Job description

The Department of Administrative Services - State Accounting Enterprise is seeking to fill a Fiscal and Policy Analyst Senior position. This individual will have a comprehensive skill set and will perform these functions as a Subject Matter Expert (SME).
About the Role:

1. On-going support of an enterprise wide system that includes budget, accounting, procurement, payroll and human resources information.
2. Provide and analyze information to policy and decision makers regarding the State's financial position.
3. Communicate with both functional and technical staff in regards to state financial transactions.
4. Develop and analyze financial reports available for use by departments, policy and decision makers and the citizens of the State.

Skills required to perform position functions:
ERP System Applications Expert:
Possess a comprehensive understanding of the application functionality of the ERP system.
Possess a comprehensive understanding of DB2, the database system which supports the ERP application.
Generate complex database queries and reports that can't be prepared using existing application functionality.
Generate reports that provide historical or targeted information needed for specific issues and analysis in areas such as problem solving, analyzing proposed legislation, policy revisions and special requests.
Able to perform accounting and financial systems analysis to resolve current production problems and also to successfully implement new functionality.
Guide and work with Subject Matter Experts (SMEs) on developing and using the various components of the ERP system.

Technical Knowledge:
Possess an expert knowledge of the technical aspects of the ERP database design.
Possess an expert knowledge of ancillary software that is necessary to implement functionality to meet the needs of our users and changing technology.
Have an in-depth understanding of the ERP applications, emerging technologies and software applications not directly related to the ERP applications but used to supplement ERP functionality to meet the needs of our customers.
Also required proficiency in creating and modifying SQL commands and XML file layouts.

Training & Consulting:
Work with ERP Program Manager to develop and instruct classes on how to use various features of the ERP system.
Assist individual users, departments and classes of users to better understand ERP functionality and how it can assist them in their daily work and also in redesigning business processes and practices to create efficiencies within the department.

Project Development:
Participate on enterprise-wide projects as needed that relate to new functionality, improved functionality, upgrades and problem resolution.
Ensure projects meet the needs and purposed of our customers, are fully tested, and that our customers are adequately trained and changes communicated to them during planning, development and implementation phases.
Make recommendations related to projects, processes and changes.

On-going Activities:
Be instrumental in working with the ERP components and users' groups by working with team members, end users, SAE staff, the ERP technical team, and other IT staff.
Contribute to activities that overlap between the various SMEs areas of expertise and tasks.
Complete other assignments as assigned.
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  1. Seven years of full-time professional-level work experience in budget analysis, financial management, accounting, law, or management analysis work.
  2. All of the following (a, b, and c):
    1. One year of full-time professional-level work experience in budget analysis, financial management, accounting, law, or management analysis work; and
    2. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
    3. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in public or business administration, law, economics, finance, or accounting equals one year of full-time experience.
