The Position
Performs as a Team Member under the direct supervision of a Fire Lieutenant. May perform the duties of an Emergency Medical Technician or Paramedic in response to reported medical emergencies. May respond to a wide variety of emergencies including but not limited to fire alarms, automobile crashes, smoke investigations, structure fires, wildland fires, hazardous conditions and rescues; and perform general firefighting and mitigation duties as directed. May respond to a wide variety of public service calls. May perform fire prevention inspections, pre-fire surveys, and conduct emergency medical and fire safety education programs.
Key Responsibilities
  • Perform routine maintenance of fire apparatus, equipment, buildings and grounds.
  • Participate in emergency medical services training.
  • Participate in firefighting skills training.
  • Respond to medical emergencies and provide basic and advanced life support.
  • Respond to emergency scenes including fires and hazardous conditions, and perform duties as necessary to mitigate the emergency.
  • Actively promote and support diversity, equity, and inclusion in the workplace.
  • Perform Fire and Life Safety Inspections.
  • Participate in public education programs.
Required Skills and Abilities:
  • Learn Emergency Medical Services techniques and follow Emergency Medical Services Protocols.
  • Operate and maintain emergency medical equipment.
  • Provide emergency medical care for injured patients
  • Learn and employ safe firefighting tactics.
  • Perform strenuous physical activity for extended periods of time.
  • Understand and follow written and oral communications.
  • Communicate effectively with coworkers, supervisors, and the public
  • Read, write, and use fire department computer systems for reporting and training.
  • Maintain harmonious relationships with others in a group living environment.
  • Remain calm and operate effectively in emergency situations.

Education and Experience Requirements
  • At least 18 years of age.
  • Valid State Driver's License.
  • NFPA Firefighter 1 or equivalent.
  • Oregon certified EMT or EMT Paramedic as recognized by the Oregon Health Division; currently, any newly hired EMT must obtain Paramedic Certification within 2 years of the date of employment.
  • Ability to pass the Candidate Physical Ability Test (CPAT or equivalent).

SUMMARY OF EMPLOYEE BENEFITS
International Association of Fire Fighters (IAFF Local 1159)

The following material is a brief summary of each benefit and does not replace or supersede any provisions of the insurance contracts.
MEDICAL INSURANCE
You may choose between a traditional indemnity plan or a health maintenance organization (HMO) plan. Coverage includes you and your dependents. Each plan includes a vision and prescription drug benefit.
Under the indemnity plan, Aetna Medical, once the participating provider out-of-pocket limit has been met, this plan will pay 100% of covered charges for participating and network not available providers. If you select Aetna Medical your vision benefit will be provided by VSP Well Vision.
The HMO plan, Kaiser Permanente, guarantees delivery of necessary health services (including vision), which is provided exclusively by their own providers.
DENTAL INSURANCE
The City provides a choice of comprehensive coverage through Moda Health (Delta Dental) and Kaiser Permanente. With your choice, you will have access to a plan that includes preventive, routine and major dental care, as well as orthodontic benefits (for childe dependents only).
LIFE INSURANCE
The City pays for your basic life insurance in the amount of $50,000, and accidental death and dismemberment in the amount of $50,000. You can choose to purchase supplemental life insurance for you and/or your spouse in increments of $10,000. You may also purchase life insurance in the amount of $2,000 for each eligible dependent at minimal cost. (Standard Life Insurance Company).
LONG TERM DISABILITY INSURANCE
The City provides you with long-term disability (LTD) insurance up to $6,000 per month, following a 90-day waiting period, if hired after 8/29/2003. ($3,600 for all other IAFF memebers.
WORKERS' COMPENSATION INSURANCE
You are provided workers' compensation insurance in accordance with Oregon Revised Statutes.
PUBLIC EMPLOYEES RETIREMENT SYSTEMS (PERS)
The City of Lake Oswego is a member of the Oregon Public Employees Retirement System (PERS). Benefits paid by PERS are funded from two sources:
  • member contributions paid on your behalf by the City; and
  • employer contributions.
You become vested with PERS when contributions have been made in each of five calendar years.
EMPLOYEE ASSISTANCE PROGRAM
You and your family can receive up to six free confidential counseling sessions per incident per year, as well as other benefits, such as free legal consultation and first time home owner assistance. EAP coverage is provided by uprisehealth.
POST RETIREMENT HEALTH PLAN (PEHP)
The City has established a Post Retirement Health Plan (PEHP) with Nationwide Insurance to be used to help pay for medical insurance premiums post retirement. The City will contribute a dollar amount into your account as specified with the terms of the IAFF collective bargaining agreement, as authorized by IRS Code 501(c)(9). OPTIONAL BENEFITS
Deferred Compensation - The City offers a deferred compensation plan through MissionSquare Retirement. Your participation in this plan is voluntary, and you will need to make the contributions to the plan(s).Flexible Spending Account - The City offers a Flexible Spending Account Program after your have been employed with the City for six months. FSA's allow eligible employees to pay for non-covered health related expenses and child care expenses with tax-free income. In addition, you may use the FSA Premium Only Account to help cover the cost of your portion of the City's medical and dental insurance premiums. You do not need to wait six months to participate in the premium only portion.HOLIDAYS
The City of Lake Oswego recognizes the following paid holidays during the calendar year.

Day personnel are provided the above holidays.
Shift personnel receive four and one-half (4 ½) twenty-four hour shifts off per year in lieu of paid holidays. These hours have been incorporated in their vacation schedule as noted in the vacation section below.
VACATION
Paid vacation time accrues on a yearly basis as follows:
Shift Personnel
0-4 years 238 hours per year
5-9 years 308 hours per year
10-14 years 367 hours per year
15-19 years 394 hours per year
20 years and up 423 hours per year
Day Personnel
0-3 years: 12 days (8 hrs per month)
4-9 years 16.5 days (11 hrs per month)
10-15 years 21.5 days (14.33 hrs per month)
16-19 years 23.5 days (15.66 hrs per month)
20+ years 25 days (16.66 hrs per month)
Vacation leave may not be taken until you have completed six months of employment, and may accrue to a maximum of two years time.
SICK LEAVE
Shift Personnel shall accrue sick leave at a monthly rate of sixteen (16) hours for each full month worked, or an amount prorated for work less than a full month. Maximum sick leave accumulated for shift employees shall be 2,920 hours.
Day Personnel shall accrue sick leave at the rate of eight (8) hours for each full month worked, or an amount prorated for work less than a full month. Maximum accrual for forty-hour workweek employees shall be 150 days (1,200 hours).
