Introduction
THE CITY OF OCEANSIDE IS AN EQUAL OPPORTUNITY EMPLOYER.
The City of Oceanside is accepting applications for the position of Fire Safety Specialist. This position will report to the Assistant Fire Marshal.
Examples of Duties
The Fire Safety Specialist conducts a wide range of fire inspections including but not limited to; annual state mandated inspections, residential and commercial construction inspections, fire sprinkler systems, fire alarm systems, underground private fire mains, alternative fire suppressions systems, fire hydrant fire flow inspections, business license inspections, hazardous material inspections, operational permits, defensible space inspections and short-term rental inspections. Review building and fire protection plans to verify installation meets current Title 24 and NFPA codes, laws and standards. Conduct origin, cause and arson fire investigations as an on-duty fire investigator. Write detailed fire investigation and inspection reports. Provide fire prevention public education presentations to the public. Perform other job-related duties as assigned.
Minimum Qualifications
Knowledge of:
  • Principles and procedures of plan review.
  • Principles and techniques of fire inspections, fire and building codes, and construction practices and materials.
  • Fire prevention safety principles, applicable codes, ordinances, and standards.
  • Fire protection systems.
  • Fire causes, behavior and its effects.
  • Fire and arson investigations.
  • Methods of report writing.

Ability to:
  • Learn, interpret, explain and enforce applicable codes, regulations, ordinances, and laws.
  • Learn the practices, procedures and methods of fire plan review.
  • Comprehend plans and specifications.
  • Prepare comprehensive reports and give oral presentations.
  • Make decisions requiring independent judgment.
  • Conduct fire and arson investigations.
  • Analyze and compile technical information on fire protection and safety code violations.
  • Communicate clearly and concisely, both verbally and in writing.
  • Establish and maintain effective working relationships with others during the course of work.

Experience and Training:
Experience: Some of experience in fire prevention related in inspection work, including knowledge of current codes, laws and regulations
Training
Graduation from high school or equivalent
License/Certificates:
Possession of, or the ability to obtain and maintain, a valid and current California driver's license.
California State Fire Marshal Courses:
Fire Inspector 1A, Fire Inspector 1B, Fire Inspector 1C, Fire Inspector 1D
Hazardous Material First Responder
OR
Prevention 1A, Prevention 1B, Prevention 1C
Highly Desirable Certifications:
Fire Investigation 1A, Fire Investigation 1B, Fire Investigation 1C

Working Conditions and Selection Process
Environmental Conditions: Office, field, and outdoors environment with a variety of weather conditions; exposure to computer screens.
Physical Conditions: Essential functions may require maintaining physical condition necessary for sitting, standing, climbing ladders, crawling in confined spaces to conduct site inspections; speaking and hearing to exchange information; visual acuity to read and interpret information.
Selection Process: All properly completed applications and supplemental questionnaires will be reviewed and the most appropriately qualified individuals will be invited to continue in the selection process. The selection process may include any combination of a written examination, oral board interview, and/or skills assessment to evaluate job-related qualifications. Candidates who successfully complete the selection process will be placed on an eligibility list which will remain valid for a minimum of six months.
Note: Prospective employees will undergo, and must successfully pass, a background reference check (including fingerprinting) and a medical examination. Drug screening may be required.

Holidays:

Floating Holidays:
40- hour employees:

Bereavement Leave:

Tuition Reimbursement

  • $1.73 per hour for eligible employees

Preceptor Pay
  • $800 upon completion of assignment
  • $400 pay for Secondary Preceptor

Uniforms
Eligible employees will receive annual uniform allowance of $775
Safety Shoes
The City will provide reimbursement up to $240 per pair towards the purchase price of safety shoes to employees who are required to wear such shoes on the job.
Retiree Medical Trust Fund
City shall contribute to employee $75 per pay period for retiree medical
