Job Description Summary:
Under general direction of the Fire Marshal, to gain compliance with and enforce all City laws, codes, and ordinances related to Fire Protection, to develop and implement a progressive system for reviewing and approving all building construction, Fire Protection systems, and development plans, and to perform related duties as required to assure the application of a high level of Fire Protection technology in the community.
Job Description:
ESSENTIAL JOB DUTIES & RESPONSIBILITIES

  • Develops, implements, and maintains concise records of a review process for all new and remodel construction plans. Designs and monitors the review system to ensure compliance with existing fire codes, standards and ordinances.
  • Reviews and approves plans for new construction and remodeling for compliance with applicable codes and standards. Systems subject to review include fire extinguishing systems, fire detection and alarm systems, water supply systems, fuel tanks, piping and vapor recovery systems, and liquefied petroleum gas installations.
  • Interprets complex plans and performs hydraulic calculations to determine compliance and to advise engineers and architects of equivalencies and alternative approaches to achieve compliance with fire codes, standards and ordinances. Evaluates alternative means and methods for construction, processes, systems and developments based on cost, equipment and facility constraints.
  • Provides on-site inspection of approved construction projects to ensure compliance with all applicable fire codes, standards and ordinances.
  • Performs all change of use inspections; coordinates inspections with other involved City divisions as needed.
  • Assists in determining the location of required fire hydrants and emergency access fire lanes at new construction sites. Coordinates with construction managers to maintain adequate water supply and emergency access during construction.
  • Provides training and technical information to fire suppression personnel about new and existing fire prevention, Fire Protection, and construction techniques and concepts.
  • Assists the Chief Fire Marshal in developing and implementing Fire Protection programs of interest to the public, developers, architects, and/or contractors.
  • Acts as technical liaison between Boulder Fire Department and the construction and Fire Protection industries.
  • Provides technical and code interpretation assistance to fire suppression personnel, other city agencies and the public.
  • Acts in the capacity of Chief Fire Marshal when the Division Chief is not available.
  • Determines the cause of fires as part of the on-call fire investigation unit by appropriate investigation and assist in the prosecution of arson cases and/or suspected arsonist.
  • Performs related duties as required by management to meet the needs of the city.
  • Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Uses all required safety equipment. Generally, duties and responsibilities are listed from most to least critical or time consuming.

MINIMUM REQUIREMENTS
  • Working knowledge of and ability to use and interpret locally adopted Fire Code provisions, the national fire and building code document(s) adopted by the city, and other nationally recognized codes.
  • Ability to learn and apply the principles of equivalency when determining code compliance.
  • Ability to review and approve plans for all new or remodeled building construction, Fire Protection systems and devices, fuel storage and use facilities and other fire-related installations.
  • Must have excellent verbal communication, written communication, project management, computer and presentation skills.
  • Ability to identify fire hazards.
  • Demonstrated ability to deal tactfully and effectively with members of the community and surrounding governmental entities.
  • Proven ability to work with minimal supervision and to effectively manage his/her time in a very fast-paced environment.
  • Possession of or certification as a Fire Suppression Systems Inspector by the State of Colorado Division of Fire Safety and Fire Inspector I by the International Code Council within twelve months of employment.
  • Valid Colorado Driver's License and acceptable driving record.
  • Acceptable background information, including criminal background.

DESIRED QUALIFICATIONS
  • Master of Science degree in Fire Protection Engineering.
  • Membership on National Committee that determines and sets codes.
  • Public relations background.

MINIMUM EDUCATION & EXPERIENCE
  • Bachelor's degree in Fire Protection Engineering or Fire Protection Engineering Technology
