This position is a Fire/EMS 207k employee position, classified non-exempt, and will be compensated overtime as required by FLSA regulations.

 

Within the policies of Teton County and the procedures, instructions, and guidelines of Jackson Hole Fire/EMS, supervises the day-to-day operation of either: two fire stations and emergency response operating career and volunteer firefighting and EMS personnel across three work groups, or the administration and execution of the department training program, or the administration and execution of the department fire prevention and inspection program, or the administration and execution of the department emergency medical services program. Performs as a primary first responder to all-hazards emergency situations, supervises subordinate fire company lead officers (Lieutenant) and front-line personnel (Firefighters, Paramedics, EMTs) enroute to and on-scene of emergency and non-emergency incidents, special events and details. Responds and assumes immediate command and control at emergency incidents involving  the use of fire and EMS personnel until relieved by the shift commander (Battalion Chief) or higher level officer (Assistant Fire Chief or Fire Chief).   

   

PRIMARY DUTIES AND RESPONSIBILITIES:

Essential duties and responsibilities may include, but are not limited to, the following:

 

  • Enforces national, state and local fire codes and ordinances within area of responsibility, engaging appropriate support and lead agencies when necessary. Proposes, presents and makes recommendations to higher level supervisors when situations or objectives exceed established authority.
  • Respond daily as a first responding supervisor to emergencies that range from minor to significant in size or complexity and establish the first incident command presence. Makes initial resource allocation decisions to ensure appropriate fire and EMS personnel, apparatus and equipment are given appropriate instruction enroute to and on the scene of emergencies. Functions as the primary responsible individual for accountability and well-being of first responder personnel. Serves as on-scene safety officer or appoints competent personnel to ensure the safety of on-scene operations, activities and tactics that have high risk to personnel.
  • Consistently and continually reviews personnel time records and overtime requests for validity and accuracy prior to making requests for approval. Maintains strict and accurate control and accountability for work schedules, leave approval, and monitoring of personnel leave balances. Plans and recommends operational assignments for special events, details and community functions. Maintains high level awareness of financial resources and levels of funding dedicated to the primary program (operations, training, prevention, ems) assigned to. Ensures funds are available prior to recommending or approving any expenditure of funds.
  • Places special emphasis and priority on performance counseling from initial objective establishment to mid-year and alternate reviews to the final annual performance assessment. Coach, mentor and provide guidance and leadership to maintain effective small group teams and maximize the potential of all personnel based on individual strengths. Conducts investigations involving employee misconduct, inappropriate actions or accidents and allegations of violations of policies and procedures. Serves as the primary point of contact for disciplinary action within the assigned fire stations. 
  • Establishes, maintains and executes operational coordination with county and town departments, state offices and agencies, and federal response entities that compromise the collective emergency response network. Places the highest priority on requests for assistance from emergency and non-emergency response entities that are involved with the Wildland Urban Interface (WUI) fire response plans and those entities that provide critical first response services in the remote areas of the county.
  • Supports the relationship between the Teton County staff and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and County staff; maintains confidentiality of work-related issues and County information; performs other duties as required or assigned.


MINIMUM QUALIFICATIONS:


Education and Experience:

  • High School Diploma or GED equivalent
  • Candidates will have experience in a modern fire and emergency services organization, inclusive of the following:
  • Firefighter – Emergency Medical Technician – Fire Inspector (5 years)
  • First Line Leader – Lieutenant / Captain (2 years)


Required Licenses and Certifications:

  • Must possess a valid Wyoming Class B Driver’s License and maintain an acceptable driving record.
  • Fire Officer II (IFSAC or ProBoard)
  • Fire Instructor II (IFSAC or ProBoard)
  • Fire Inspector II (IFSAC or ProBoard)
  • Emergency Medical Technician – Basic (National Registry)
  • Additional technical skills training and certifications may be required.


Required Knowledge of:

  • County policies and procedures, and state and federal regulations governing emergency services agencies.
  • JHFEMS Standard Operating Procedures, guidelines, and policies.
  • Tactics for management and deployment of personnel, equipment, and other resources in emergency situations.
  • Principles and practices of modern fire suppression and prevention.
  • Knowledge of professional protocols and practices in emergency medical care and patient treatment.
  • Procedures and equipment used in modern firefighting and emergency medical response.
  • Operational characteristics of specialized fire suppression apparatus, vehicles, and equipment.
  • Federal, state, and local codes and regulations.
  • City and County geography, traffic patterns, and the location of streets, landmarks, and buildings.


Required Skills in:

  • Using initiative and independent judgment within established procedural guidelines, while assuring compliance with JHFEMS goals and objectives.
  • Assuming incident command responsibilities, and coordinating firefighting, rescue, and emergency medical services under complex emergency conditions.
  • Making independent decisions, maintaining composure, and working effectively under emergency situations.
  • Recognizing the construction, contents and occupancy of buildings and other emergency incident scenes in order to apply appropriate firefighting, rescue, and emergency medical techniques.
  • Managing the maintenance and repair of firefighting facilities, vehicles, and equipment.
  • Establishing and maintaining effective working relationships with co-workers and working as a team member with other emergency services agencies.
  • Operating and maintaining computer and communications equipment.
  • Communicating clearly and concisely, both verbally and in writing.


Physical Demands/Work Environment:

  • Work is performed outdoors and indoors at emergency incident sites, and in fire station facilities; consisting of long and/or irregular hours in uncontrolled environment and terrain; may be exposed to environmental fumes, hazardous chemicals, communicable diseases, extreme temperatures, and potential physical harm. Must maintain a level of physical fitness to meet Department standards.
