Duties
  • Participates in identifying projects and efficiencies related to the automated financial systems.
  • Apply established principles, concepts, and techniques of the Financial Management occupation.
  • Ensures that all financial transactions are properly and timely recorded, adjusted, and liquidated in the FINANCIAL MANAGEMENT accounting system.
  • Participates in the quality assurance program and supports management with financial systems analysis, automation/systems requirements development, and related operational procedures.
  • Assists management with quality assurance activities by studying accounts, reports, and procedures in the FINANCIAL MANAGEMENT systems.
  • Performs other duties as assigned.

  • Must be a U.S. Citizen.
  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905.
  • This is a Financial Management Level 2 certified position.

Qualifications
Specialized Experience:
For the GS-05, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-04 grade level in the Federal service, or comparable in difficulty and responsibility to GS-04 if outside the Federal service.
Specialized experience at the GS-05 level is defined as experience inputting financial data.
For the GS-07, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to GS-05 if outside the Federal service.
Specialized experience at the GS-07 level is defined as experience inputting financial data; and experience preparing financial transactions.
For the GS-09, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to GS-07 if outside the Federal service.
Specialized experience at the GS-09 level is defined as experience inputting financial data; experience preparing financial transactions; and experience with financial reporting, reviewing and analysis.
For the GS-11, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-09 grade level in the Federal service, or comparable in difficulty and responsibility to GS-09 if outside the Federal service.
Specialized experience at the GS-11 level is defined as experience inputting financial data; experience preparing financial transactions; experience with financial reporting, reviewing and analysis; and experience applying rules and regulations in implementing operational instructions and procedures and researching and resolving complex financial issues.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.
Education
Substitution of education for the specialized experience requirement at the GS-05 grade level: Successful completion of a full 4-year course of study leading to a bachelor's degree in an accredited college or university may be substituted for the experience required.
Substitution of education for the specialized experience requirement at the GS-07 grade level: Bachelor's degree with Superior Academic Achievement or 1 academic year of graduate education (or law school, as specified in qualification standards or individual occupational requirements). Superior Academic Achievement: S.A.A. is based on (1) class standing, (2) grade-point average, or (3) honor society membership.
Substitution of education for experience at the GS-09 level: Two full years of progressively higher level graduate education, or Master's or equivalent graduate degree such as LL.B. or J.D., may be substituted to meet the experience requirement.
Substitution of education for experience at the GS-11 level: Three full years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree.
To be creditable, education must have been obtained in an accredited college or university. You must report only attendance and/or degrees from schools accredited by accrediting institutions that are recognized by the U.S. Department of Education
Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by the National Association of Credential Evaluation Services at the time of application.
