Rate of Pay: $27.62 - $32.00 Status: Job will be posted until filled. Apply Now Job Summary Under the direction of the Finance Director, the Financial Analyst/Grant Writer is responsible for the research, application, and management of grants and conducting comprehensive financial analysis for city-wide initiatives.

This dual role requires a split focus between securing external funding through grants and providing analytical insights into the city's financial health and opportunities. Job Responsibilities ESSENTIAL DUTIES AND RESPONSIBILITIES Grant Writing (50%) Conduct thorough research to identify grant opportunities that align with the city's strategic goals and initiatives. Develop and maintain a grants calendar to track application deadlines and reporting requirements.

Write compelling grant proposals, including narratives, budgets, and supporting documents. Liaise with city departments to gather detailed project information for grant applications. Coordinate the submission of grant applications, ensuring adherence to all guidelines and deadlines.

Manage the post-award process including grant agreement compliance, financial reporting, and performance tracking. Provide grant-related advice and guidance to City Administration and department heads. Train and support city staff in grant-related activities and best practices.

Maintain accurate and up-to-date records of all grant-related activities and correspondence. Financial Analysis (50%) Analyze financial statements, revenue and expenditure trends, and capital project financing to provide actionable insights. Assist in developing and implementing the city's annual and multi-year budget processes.

Conduct cost-benefit analysis for proposed projects and programs to aid in decision-making. Monitor fiscal performance against the budget, providing regular updates to the Finance Director. Develop financial models and forecasts to evaluate the financial impact of potential city initiatives.

Prepare detailed monthly, quarterly, and annual financial reports for internal and external stakeholders. Collaborate with external auditors during annual audits by providing necessary financial data and analysis. Recommend financial policies and procedures to improve efficiency and ensure fiscal responsibility.

Evaluate the city's financial software and systems, recommending upgrades and improvements as needed. Job Qualifications MINIMUM QUALIFICATIONS Bachelor's degree in finance, Accounting, Public Administration, Public Relations, Human Services, or a related field is preferred but not required. At least two years of experience in grant seeking, grant writing, and grant administration, or an equivalent combination of relevant education and experience.

Proven track record in financial analysis, budget management, or a closely related field. Comprehensive understanding of public and private funding sources and grant administration processes. In-depth knowledge of fund accounting and non-profit funding practices, with an emphasis on municipal finance.

General understanding of local government operations and community organization collaborations. Strong planning and project management skills, capable of meeting tight deadlines and managing multiple tasks simultaneously. Proficient in operating standard office equipment and software, particularly on financial systems and databases.

Ability to prepare and maintain accurate records, develop budgets, and effectively monitor grant funds. Excellent written and oral communication skills, with the ability to articulate complex financial and grant-related concepts clearly and persuasively. Demonstrated interpersonal skills with the ability to engage effectively with various stakeholders including city departments, community organizations, donors, and funding agencies.

Ability to work effectively as part of a team and independently with minimal supervision. Strong organizational and time management skills, with a keen attention to detail. A valid Tennessee driver's license is required for travel to various city locations for meetings and site visits.

Must be a United States Citizen CMFO (Certified Municipal Finance Officer) certification is preferred but not required. Knowledge, Skills and Abilities SKILLS, KNOWLEDGE, AND ABILITIES - Grant-Related Skills Expertise in navigating grant databases and identifying funding opportunities relevant to municipal projects. Strong strategic thinking to align grant-seeking with the city's priorities and long-term goals.

Ability to interpret and apply complex grant application guidelines and requirements. Proficient in writing clear, structured, articulate, and persuasive proposals with a high success rate. Skilled in budget preparation and fiscal analysis specific to grant applications and management.

Adept at building and maintaining relationships with funding agencies and community partners. Keen organizational skills to manage grant schedules, track application progress, and meet all deadlines. Financial Analysis Skills Advanced proficiency in financial modeling, including sensitivity analysis, investment appraisal, and scenario planning.

Strong analytical skills to interpret financial data and provide recommendations for cost savings and efficiency improvements. Knowledge of governmental accounting principles, procedures, and standards. Capable of employing statistical analysis techniques to forecast financial outcomes and assess risk.

Proficiency in using financial software for data analysis, budgeting, and reporting. Communication and Collaboration Skills Exceptional communication skills to effectively present financial data and grant proposals to stakeholders, including city management and external organizations. Ability to work collaboratively with department heads, city staff, and external partners to gather comprehensive information for financial analysis and grant writing.

Strong report-writing skills to prepare comprehensive reports for a variety of audiences. Technical and Organizational Skills High level of competence in Microsoft Office Suite, especially Excel, for complex spreadsheets and data management. Experience with financial management software and systems, with the ability to adapt to new technology quickly.

Excellent time management skills, with the ability to prioritize tasks and manage multiple projects simultaneously in a fast-paced environment. Personal and Professional Qualities A commitment to ethical financial practices and adherence to strict confidentiality regarding the city's financial and strategic plans. Continuous learner with a willingness to stay updated on new grant opportunities, financial regulations, and best practices in municipal finance.

Solution-oriented mindset with the ability to think critically and solve problems effectively. Physical Requirements PHYSICAL DEMANDS This is sedentary work requiring the exertion of up to 10 pounds of force occasionally with a reasonable amount of force to frequently and/or constantly move objects; work requires grasping and repetitive motions; vocal communication is required for expressing or exchanging ideas through the spoken word; hearing is required to perceive information at normal spoken levels; visual acuity is required for preparing and analyzing written or computer data, operation of machines, determining the accuracy and thoroughness of work and observing general surroundings and activities. WORK ENVIRONMENT The position is not subject to adverse environmental conditions. The noise level in the work environment is usually moderately quiet. This position is not remote and working office hours are Monday - Friday 8:00 am - 4:30 pm.
