The Financial Analyst will be responsible for developing business cases for large capital projects, coordinating departmental cost estimates, vendor estimates, and coordinating the capital approval process. This role will also facilitate budget development, monitoring and reporting on the status of Information Technology and other capital projects for a federal government client. To accomplish this, the Financial Analyst will gather data from financial and contract systems as well as subject matter experts. S/He will exercise excellent spreadsheet and presentation skills to assist in the analysis and communication of project financial information. The successful candidate will also demonstrate excellent problem solving skills and analytical capabilities.
Additional responsibilities will include:
- Writing investment narratives that include system descriptions, strategic purpose, justification, and recommendations
- Forecasting expenditures; estimates to complete; estimate at completion
- Conduct variance analysis and explain the root cause to management
- Build presentations to explain investment purpose, financials and program impact
- Apply consulting and interpersonal skills to a wide range of business situations
- Interview clients, define technical needs, develop cost estimates and research data issues
- Bachelor’s degree in Business Administration, Finance, Economics or related fields with a minimum of six years of related experience. Other fields of specialty will be considered. Three years of experience and a Master's degree will be considered.
- Ability to build PowerPoint presentations to explain financial and system information to multiple stakeholders.
- All candidates must have strong communication and writing skills, ability to solve problems independently, and responsible for meeting deadlines.
- Understanding of basic accounting principles
- Experience analyzing capital project investments to include IRR and NPV
- Experience establishing, monitoring, forecasting and reporting project budgets
- Strong Microsoft Excel experience and capabilities required
- Ability to work in a fast paced and dynamic environment
- The position requires a professional work attitude, ability to communicate openly with management and coworkers, and to work as a team player.
- Ability to obtain a public trust
- Experience working for a government agency or contractor is preferred
- Knowledge of the software development lifecycle and IT hardware desirable
- Knowledge and experience in procurement, consulting, and Information Technology preferred
