Job description

The Transformation Program Execution group is responsible for providing comprehensive oversight over Consent Order execution efforts through advisory support, independent review, first-line challenge, and escalation of risks and concerns, and central reporting for Citi's regulatory and cross-company remediation programs.
The Finance Transformation Liquidity Program ManagerSenior Lead will support the Finance Transformation Lead with the review of the design and execution of work efforts. The goal of the review process is to evaluate the effectiveness and quality of a work effort's scope, execution, and sustainability readiness in the context of reducing risk and remediating the aligned regulatory commitments.
Key Responsibilities:

  • Leads the facilitation, coordination, and arbitration of topics within/across Liquidity programs and with Senior Management.
  • Directs the identification of risks impacting program delivery, ensuring mitigation strategies are developed and executed where necessary.
  • Performs reviews of consent order scoping / strategy documentation, providing observations and concerns regarding potential remediation design challenges, identifying key controls and sustainability readiness.
  • Collaborate with Commitment Owner to establish a roadmap in scoping / strategy documents with Quality Control review dates during the full life cycle.
  • Identifies stakeholders and key organizations, builds and manages relationships, and works with stakeholders to ensure program scope definition meets business objectives.
  • Leads planning, direction, execution, and monitoring of day-to-day activities related to work effort review.
  • Drives adherence to program processes, procedures, methods, and standards for program delivery and leverage across the program.
  • Directs the communication of status, issue, and risk disposition to all stakeholders, including senior management, on a timely basis.
  • Applies comprehensive understanding of concepts and procedures within own area and basic knowledge of other areas to resolve issues that have impact beyond own area.
  • Supports the preparation and maintenance of progress and status reports for work effort reviews.
  • Leads the identification and drive resolution of issues, including those outside established programs of work.
  • Escalates program risks to the Program Director, or Program Sponsor, when appropriate.
  • Appropriately assess risk when business decisions are made, demonstrating consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency.

Qualifications:
  • 10+ years of experience
  • Second Line Risks and Controls and Third Line experience preferred
  • Experience across Finance areas, specifically Liquidity (LST, ILST, 2052a Reporting, Reg YY)
  • Experience with large scale transformation programs
  • Ability to demonstrate a commitment to quality and attention to detail
  • Excellent interpersonal relationships with ability to influence and negotiate with stakeholders
  • Critical thinker and problem solving skills
  • Computer skills with a high level of proficiency in Microsoft Office (Word, Excel, PowerPoint, SharePoint) and Teams, especially in data entry/extract/reporting
  • Organizational, project/program management skills with proven experience driving large, dynamic programs with a sense of urgency
  • Lead, motivate and influence others; diplomacy skills to negotiate and persuade at all levels
  • Strong written and verbal communications skills with the ability to interact effectively with people at senior levels and to facilitate discussions at medium levels

Education:
  • Bachelor's/University degree or equivalent experience, Master's degree a plus
