POSITION SUMMARY: Under the supervision of the Tribal Administrator, the Finance Manager's responsibilities include supervising Finance Department staff of 3-5, overseeing internal controls, monitoring expenditures, overseeing insurances, monitoring cash flow, managing federal grant compliance, ability to manage financial assets, implement effective financial strategies, oversight of all finance staff, accounting and reporting activities. The Finance Manager will manage audit committee, grant agency financial status and funding draw downs, and will lead all day-to-day finance operations of publicly funded operations, with complex and diverse sources, including city, county, state, federal, corporate, and foundation funding. The Finance Manager will oversee functional responsibility over accounting, accounts payable, accounts receivable, payroll, and grants administration. The Finance Manager will ensure the systems and procedures are in place to support effective program implementation and "no-finding" annual audits. The Finance Manager will support single audit contractor(s) during audit periods and oversee the submission of indirect rate documentation for federal approval.
JOB RESPONSIBILITIES: The Finance Manager job responsibilities include but are not limited to:
- Oversee all accounts, ledgers, and reporting systems ensuring compliance with appropriate GAAP standards and regulatory requirements, especially OMB guidelines;
- Applies basic and advanced accounting theory to account for revenues, expenditures, transfers, accounts receivable, and inventory in accordance with GAAP/GASB standards;
- Oversees all fiscal transactions and processes, monitors and evaluates financial information systems and suggesting improvements where needed;
- Maintain - and recommend revisions as appropriate- the fiscal manual, cost allocation plan, internal controls, and safeguards for receipt of revenue, costs, and program budgets and actual expenditures;
- Identify and address inefficiencies in practices, software, and workflows;
- Manage organizational cash flow activity and forecasting;
- Track and report on current asset accounts, ensure adequate liquidity, advantageous use of funds and compliance with policies;
- Oversee all financial, project/program and grants accounting to ensure that all allocated funds are expended as planned and program resources are allocated beneficially;
- Ensure expenditures are consistently aligned with grant and program requirements, restrictions, and budgets throughout the grant/fund period;
- Consistently analyze financial data and clearly present regular financial reports and statements in an accurate and timely manner;
- Monitor and communicate progress of actuals against agency and contract budgets and keep senior leadership abreast of program and agency financial status via variance reporting;
- Leverage strengths of the current finance team members;
- Help to clarify roles and responsibilities of staff, and develop and implement training programs to maximize and reach optimal individual and organizational goals;
- Provide leadership in strengthening internal communications with financial staff and create and promote a positive and supportive work environment;
- Oversee all audit reporting and management;
- Create and submit annual indirect rate documents;
- Assure all financial reports required are in compliance and completed on time;

JOB POSITION REQUIRES:
- Five years of prior public or not-for-profit fund accounting experience in a managerial/supervisory capacity;
- Experience and demonstrate comprehension and application of General Accepted Accounting Principles (GAAP);
- A Bachelor's Degree (Master's desired) in Accounting, Public Administration, Business Administration, or a related field (certification in grants management and/or training courses in accounting desired);
- Grants management, federal audit, and administrative experience sufficient to provide the breadth and depth of knowledge necessary to manage federal awards and report on them.
