The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. The Department of Conservation and Recreation/DWSP is seeking qualified candidates for the position of Field Operations Team Leader (FOTL) in the Wachusett/Sudbury region.
GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:
Supervises, plans, assigns and reviews the activities of workers in connection with the operation and maintenance of the Wachusett and Sudbury watersheds.
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:
-Plans, assigns, and supervises the work of subordinates engaged in the care and maintenance of buildings, grounds and other infrastructures in the watershed area by overseeing the activities of assigned workers engaged in the operation, care and maintenance of the watershed, for the proper maintenance and care of a drinking water supply.
-Work plans are developed and implemented with the Labor Force. Work is checked at its completion through conferences, inspections, and work reports. Factors which the incumbent's review is based on are accuracy, compliance with instructions, adherence to laws or policy, quality, and neatness.
-Keeps time records of subordinates by preparing weekly time sheets and progress reports for supervisor for use in maintaining personnel and payroll records.
-Assists in budgeting by Soliciting vendors for prices and purchases equipment and specialized services necessary for operation and maintenance of the reservoir.
-Conduct annual reviews (EPRS) and Form 30 development for direct reports.
-Oversees construction and repair projects necessary for Section facilities.
-Conducts meetings and job interviews; carries out disciplinary actions; evaluates employee performance by meeting weekly with supervisor and reporting staff for the operation of a drinking water supply. Attend staff meetings.
-Assists in the coordinating of forest fire control, facility problems and other emergencies for the protection of a drinking water supply by being on call after-hours.
-Confers with agency personnel concerning assigned unit activities in order to resolve problems, provide information and make recommendations concerning activities. Works with rangers, forestry, environmental quality, natural resources, and engineering services to support the maintenance needs of these groups.
-Maintains records and prepares computer generated work schedules, work plans, seasonal mowing plans, snow operation and reports concerning work progress, utilization of personnel, disposal of materials, etc.
-Develop seasonal operations which include but are not limited to: Snow Operations, Vegetation Control, Storm Debris Removal, Spill Response Operations.
-Provide quarterly and annual reports for the Work Plan.
-Develop watershed maintenance tasks for the DWSP Annual Work Plan and Watershed Protection Plans.
-Assists with the development and implementation of safety practices and precautions that should be observed in connection with the care, maintenance and operation of the watershed system.
-Oversees AGOL Workforce Application. Acts as 'Dispatcher' to assign and track all work orders within the section. Provide electronic reports as needed.
PREFERRED QUALIFICATIONS:
-Knowledge of methods, practices and techniques used in the maintaining and operation of a watershed system;
-Knowledge of crafts and labor force operations required in general maintenance and repair work;
-Knowledge of the care and maintenance of roads and walkways;
-Knowledge of the safety practices and procedures used in the watershed system operations;
-Knowledge of the use of equipment and vehicles as required in connection with care and maintenance of a watershed area;
-Knowledge of the types and uses of custodial supplies and equipment;
-Knowledge of the principles, practices and techniques of supervision;
-Skill in using small hand tools such as pliers, hammers, screwdrivers, wrenches, shovels, etc;
-Skill in using hand-held power tools such as drills, chainsaws, etc.;
-Skill in using a variety of motorized equipment such as snow blowers, lawnmowers, forklifts, dollies, etc.
-Ability to follow oral and written instructions, to work in a team setting, to lift and carry heavy objects; to stand for prolonged periods of time; to understand, explain and apply the laws, rules ,regulations, policies, and procedures governing assigned unit activities; to maintain accurate records, collect and deposit receipts, to deal tactfully with the public; to supervise including planning and assigning work according to the nature of the job to be accomplished, the capabilities of subordinates and available resources; controlling work through periodic review and/or evaluations; determining subordinates training needs and providing or arranging for such training; motivating subordinate work effectively; determining the need for disciplinary action and either recommending or initiating disciplinary action; coordinate the activities of others in accomplishing assigned work objectives.

Knowledge, Education and Experience:
Applicants must have at least (A) six (6) years of full-time, or equivalent part-time, experience in the field of forestry or park management, of which (B) four (4) must be in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and the substitutions below.Incumbents are required to have a current and valid motor vehicle driver's license at a class level specific to assignment.Based on assignment in a complex that includes aquatics facilities, incumbents are required to have the Practical Pool Management Plus (PPM) certificate within twelve (12) months of hire.
Substitutions:I. An Associate's degree or higher with a major in forestry, natural resources management, parks management, or other related field may be substituted for two (2) years of the required (A) experience.
Incumbents are required to have the following at the time of hire:
1. Knowledge of the methods and techniques of forest and park management.
2. Knowledge of safety practices and procedures followed in forest and park management.
3. Ability to use a computer to produce written documents, develop reports, and manage databases.
4. Knowledge of types and uses of materials and equipment used in forest and park maintenance.
5. Knowledge of methods of general report writing.
6. Ability to understand, apply and communicate and/or explain the laws, rules, regulations, policies, procedures, specifications, standards and guidelines governing assigned unit activities.
7. Ability to conduct training or instruction.
8. Ability to communicate effectively orally and in writing and prepare general reports.
9. Ability to maintain accurate records and determine the proper format and procedure for assembling items of information.
10. Ability to gather information by examining records and documents.
11. Ability to establish and maintain harmonious working relationships with others.
12. Ability to maintain a calm manner in emergency situations.
13. Ability to perform as an effective leader.
14. Ability to supervise, including assigning work, controlling work through periodic reviews and/or performance evaluations; enforcing adherence to policies; recommend progressive disciplinary measures; determining direct reports' training needs; motivating direct reports to work effectively; and assessing work performance to ensure policies and procedures are applied consistently.
