ACHIEVE HUMAN SERVICES, INC.

POSITION TITLE: FEDARL LEAD SUPERVISOR

DEPARTMENT: FEDERAL CONTRACTS DEPARTMENT

REPORTS TO: PROJECT MANAGER (PM)

GENERAL SUMMARY

Under the general guidance of the PM, the Lead Supervisor oversees Janitor Supervisors and supports administrative functions; effectively communicates and coordinate with PMS and Contracting Officer Representative (COR). Responsible for resolving discrepancies by directing and redirecting assigned personnel. Supports compliance with Federal Contracts requirements, Quality Control Plan (QCP), and ACHIEVE's published policies and procedures. Serves as the primary trainer for assigned Janitor Supervisors and third level of Quality Control (QC). Performs other duties assigned by PM.

Facilities sites include:

PRIMARY: Yuma Proving Grounds (YPG) and Customs and Border Patrol (CBP)

MAJOR DUTIES/RESPONSIBILITIES

All Janitor Lead primary duties and Specific Tasks.

Develops and implements work and cleaning schedules, ensures personnel adherence, reports deviations and personnel requests.

Monitors daily performance and directs and redirects personnel as needed to accomplish assigned tasks.

Reviews QC checks of Daily and Periodic Cleaning Schedules and performs scheduled and unscheduled QC inspections.

Attends management, operations and other meetings as required.

Coordinates monthly, quarterly and annual meetings to ensure federal contract compliance.

Perform administrative functions to include but not limited to employee performance evaluations, disciplinary actions, review of employee time cards.

Orders supplies requested by Supervisors to replenish stock levels.

Works with Janitor Supervisor and PM to schedule and program Floor Care and advices PM of facility floor conditions.

Maintains accountability of assigned tools and equipment, submits and tracks equipment service orders.

Responsible for adhering to and enforcing all published safety guidelines to include but not limited to posted procedures, equipment operating instructions, Safety Data Sheets and reporting safety concerns or violations to PM.

Serves as third level QC, responsible for reviewing task completion standards, applies corrective actions, and generates monthly and quarterly QC/Compliance reports.

Serves as primary trainer and evaluator for Supervisors, responsible for completing all assigned training and ACHIEVE'S annual and mandatory training. Schedules training event and delivers training to section and management level personnel.

Responsible for reporting the following to include but not limited to discrepancies, damage to equipment, damage to facilities, safety violations, and for adhering to CBP/YPG reporting procedures.

WORK ENVIRONMENT

A. Supervision

This position provides direct supervision for all Janitor staff.

B. Confidentiality

This position is exposed to highly confidential client and Agency information, requiring a signed confidentiality agreement; undergoing a background investigation; and, obtaining fingerprint clearance as determined and be issued by the State of Arizona in accordance with Section 16 of the DES Special Terms and Conditions.

C. Mental Application and Responsibility

This position involves high level of decision making and is responsible for supporting policy and procedures. Must use sound judgment, involving the Federal Contracts Department's Management Team,

D. Internal and Public Contacts

This position involves extensive interaction with peers, subordinates and supervisors, as well as high level interactions with community leaders, providers, the Arizona Department of Economic Security, federal government personnel and others.

The physical demands and work environment characteristics described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

F. Physical Demands

This position may require frequent bending, lifting, twisting, reaching over head and or standing for long periods of time. Staff must be able to walk up and down stairs and lift up to 30 pounds. G. Work Environment

Ability to work flexible hours including weekends, evenings and graveyard shifts 8:00pm - 04:30am. The noise level in the work environment is usually moderate.

ABILITIES

A. Language (Communication)

Must be able to communicate clearly and effective orally and in writing; possess excellent organizational and time management skills. Strong verbal and written communication skills with a high level degree of attention to detail.

B. Mathematical

Basic mathematics is required for this position.

C. Reasoning
Strong analytical mind with a strategic ability to define problems, collect data, establish facts and draw valid conclusions.

D. Other
Ability to follow oral or written directions, functions effectively under pressure while adhering to strict deadlines; possess strong organizational skills with an emphasis on detail. Knowledge of administrative procedures; proficient in computer skills and Microsoft Office applications.

QUALIFICATIONS

A. Education

Bachelor's Degree preferred or two (2) years related job experience

B. Experience

Twelve (12) months minimum of ACHIEVE Custodian/Janitor Lead experience

ACHIEVE assigned leadership courses

C. Other

Must be over 21 years of age.

Must possess a valid driver's license.

Must be able to obtain a Level 1 Fingerprint Clearance Card.

Must pass and maintain Background Investigation/Background Check mandated by Federal Contract requirements.
Must obtain immunizations mandated by Federal Contract requirements.

Must be able to obtain valid certifications for Agency compliance within 90-days of employment.
Pass background check inclusive of Excluded Provider List System (EPLS) and the Health and Human Services (HHS) List of Excluded Individuals/Entities (LEIE).

OSHA

Everyone has the right to a safe workplace. The Occupational Safety and Health Act of 1970 was passed to prevent workers from being seriously harmed at work or killed at work, and the law requires employers to provide their employees with working conditions that are free of known dangers.
