Position: Federal Information Technology Technical Proposal Specialist
Location: Washington, District of Columbia preferred; (open to remote support within the United States)

As a Federal Information Technology Technical Proposal Development Specialist, you will contribute significantly to the proposal process, ensuring compliance with Government IT requirements and crafting compelling proposals to meet client needs. Primary Responsibilities:
- Review Government IT solicitations, develop compliance matrices, and create proposal templates/outlines.
- Conduct thorough research, organize, write, edit, and produce technical content for proposal responses.
- Coordinate and lead proposal teams, ensuring timely submission of high-quality proposals.
- Gather information from subject matter experts and various sources to formulate proposal content.
- Develop clear, concise, and compelling content for federal contract proposals, including technical descriptions and executive summaries.
- Translate complex technical concepts into easily understood terms in the written response.
- Ensure all technical documentation adheres to industry standards and complies with federal bid requirements.
- Edit and proofread proposal content for clarity, grammar, and accuracy.
- Maintain a comprehensive library of technical documentation, templates, and standard responses.
- Participate in proposal review meetings and provide input on content strategy and structure.
- Manage multiple writing assignments under tight deadlines while maintaining high-quality standards.
- Identifies gaps and risks to solicitations/responses and work with team members and leadership to resolve them
Required Qualifications:
- 5+ years of proposal management experience focused on Federal IT RFPs.
- 8+ years of Technical Proposal writing experience.
- Exceptional organizational skills with meticulous attention to detail.
- Strong communication skills, both written and verbal, with the ability to interact effectively with technical and non-technical stakeholders.
- Experience managing and writing proposals for IT service companies.
- Proactive and responsive approach to meeting proposal requirements.
- Ability to thrive in fast-paced environments with tight deadlines.
- Solid ability to translate complex technical concepts into clear, concise, and understandable content.
- Familiarity with U.S Department of Veterans Affairs, Department of Defense, Department of Energy, and Department of Homeland Security procurements is advantageous.
- Proven ability to work effectively in a collaborative team environment.
- APMP (Bid & Proposal Management) Certification is a plus.
- Demonstrated proficiency in MS Office 365, including MS Word, PowerPoint, One Drive, SharePoint, Outlook, and Adobe PDF
Additional Desired Writing Qualifications (Candidates should have expertise writing in at least three of the following areas):
- Experience with GWACs: e.g., SEWP, FirstSource, and ITES.
- Software development lifecycle.
- Agile development methodologies.
- Technical architecture and engineering.
- Cybersecurity practices.
- Requirements management and testing.
- Cloud implementation, including experience with MS Azure, AWS, or Google Cloud.
- Cloud-native and DevOps technologies.
- Familiarity with SaaS platforms such as Dynatrace, ServiceNow, or Salesforce.
- Familiarity with Dynatrace and its alignment with Federal IT requirements and procurement processes.
