Our client is a growing, financially stable, leading Chicago-area prime General Contractor and Construction Management company. Our client’s focus is General Construction work for Municipal and Federal Government clients.

 

We are currently seeking an experienced Federal Construction Quality Control andSafety Manager to join their team of Construction professionals. TheQuality Control and Safety Manager is responsible for Quality Control (QC) and Safety responsibilities across a number of US Army Corps of Engineer (USACE) projects in the greater Chicago area. The role inspects and evaluates the work area and project deliverables in accordance with plans, specifications, and contract documents, reporting deficiencies as appropriate and elevating issues as needed to ensure safe work practices and quality.

 

The ideal candidate will have 10+ years of relevant Commercial Construction QC and/or Safety management experience with a Commercial General Contractor.  Prior experience on Federal US Army Corps of Engineers (USACE), projects is required. The successful Quality Control and Safety Manager must possess excellent technical construction knowledge, effective communication skills, strong attention to detail, understanding of OSHA and Safety regulations and be able to effectively work professionally as a member of a close-knit team with minimal supervision.

 

PRIMARY RESPONSIBILITIES INCLUDE:

  • Develop and implement project-specific Quality Control measures for all phases of construction.
  • Oversee quality checks, schedules, alignment of equipment and Safety standards.
  • Review shop drawings and submittals for conformance with project specifications by direct review, and by leveraging the knowledge and experience of others on the project team when necessary.
  • ·Conduct a multi-phase inspection program to include: Preparatory Meetings and Reports; Initial Phase Inspections and Reports; Follow-up Inspections and Reports; and Final Phase Inspections and Reports.
  • Lead and document weekly QC meetings with the Project Superintendent, and provide written minutes as described in project specific contract documents.
  • Provide daily QC reports to achieve desired quality outcomes in a timely manner by reinforcing activities that are being constructed in conformance with project-specific standards. Constructively confront and resolve any non-conformance.
  • Verify and document that all materials received for construction projects are in conformance with approved submittals, are handled and stored appropriately, and are installed and acceptable for use in the project.
  • Conduct pre-construction meetings with new and existing subcontractors and the Superintendent at least two days prior to the start of each new phase of the work to discuss issues that affect quality.
  • Schedule, coordinate, and document all required code and independent inspections. Clearly document, correct, and re-inspect all non-conformances prior to covering up work.
  • ·Review and maintain the “as-built” drawings to ensure that they are current, and that deviations from the contract drawings are documented.
  • Review Job Site Safety Plans, verify that any hazard analyses has been approved prior to the performance of a specific feature of work during the preparatory phase of control, verify that safety measures are in place during the initial phase of control, and conduct safety inspections during the follow-up phase of control.
  • Stop work; reject materials and/or equipment; and direct the removal and replacement of any work not in compliance with contract documents, applicable codes, building standards, and/or established principles of construction engineering. Resolve matters that affect safety, quality and/or inhibit the logical progress of construction work.
  • Communicate and interact as a team member with all trades, subcontractors, suppliers, construction staff and customer representatives, in a professional manner. Obtain any required information from subcontractors and suppliers to effectively perform QC and Safety responsibilities.
  • Develop and administer risk management programs, including OSHA, EPA, and local emergency planning. Maintains OSHA and workers’ compensation recordkeeping.
  • Advise management, operations, and project/maintenance teams as required to assure compliance with federal, state and local rules and regulations pertaining to employee health and Safety.
  • Conduct regular guest safety audits around construction sites and addresses observations.
  • Promptly alert line and functional management of accidents and incidents.
  • Identify and analyze applicable safety standards and precautions.
  • Prepare safety documentation to facilitate the operational implementation of System Safety programs such as Operational Safety Plans, Safety Checklists, Incident Reports, Weekly Dashboards and Incident Reports. Develop, gather, maintain, and/or submit work plans, submittals and reports.
  • Travel to construction or field sites to inspect projects, perform work or participate in meetings with clients, subcontractors and project team members.

 

CANDIDATE REQUIREMENTS INCLUDE:

  • Bachelor’s degree in Construction, Engineering, or closely-related field.
  • Current OSHA 30, First Aid/CPR and USACE Construction Quality Management for Contractors (CQM) Certification, or ability to obtain within 30 days of hire.
  • 10+ years of relevant construction experience working on US Army Corp of Engineers (USACE) construction projects.
  •  2+ years of experience as a Quality Control (QC) or Safety Manager on USACE construction projects.
  • Uncompromising commitment to safety and quality and relevant knowledge of a wide range of construction materials, methods, and techniques, general contracting, skilled trades, OSHA requirements and Safety standards.
  • Thorough understanding of Federal government construction practices, processes and standards.
  • Prior experience with the US Navy Environmental Compliance and Training Tracking System (ECATTS) and USACE Resident Management System (RMS).
  • Proven judgment and decision-making ability.
  • Demonstrated ability to work independently without close supervision.
  • Excellent verbal, written and interpersonal communication skills with team members, engineers, management, clients, contractors and suppliers. Able to interface, communicate and build relationships with team members and all levels of management on an ongoing basis and work as a trusted Construction professional.
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

  • Ability to travel to client locations, job sites or meetings. Must possess a reliable, insured vehicle, a valid driver’s license, and clean driving record.
  • Must be able to pass a required background check and/or DoD security clearance to work on government projects and/or enable base access.
  • Legal authorization to work in the U.S. is required. The company will not sponsor individuals for employment visas for this job at this time.

 

POSITION LOCATION AND TRAVEL REQUIREMENTS:
Field-based role assigned to work on various field projects in the greater Chicago area. May also work occasionally at the company's headquarters in the Rosemont, Illinois metro area. Must be able to travel within the greater Chicago metro area for site visits, meetings with team members, subcontractors and clients. Occasional overnight travel may be required. Must possess a reliable insured vehicle, a valid driver’s license, and clean driving record.

 

TEAM RESPONSIBILITY:

Services as the QC and Safety expert on USACE projects. Collaborates with internal and external colleagues and mentors junior colleagues and team members.

 

KEY RELATIONSHIPS / STAKEHOLDERS:

  • Internal Team Members (Head of Construction, Project Managers, Superintendents, Project Engineers, etc.)
  • External Partners (Subcontractors, Clients & Suppliers)

 

RELOCATION ELIGIBILITY:
No relocation assistance provided. Local, qualified Chicago metro area candidates will be given preference and priority. Qualified candidates willing to self-relocate to the Chicago metro area will also be considered.

 

COMPENSATION & BENEFITS INFORMATION:

  • Base Salary Range: $75,000 - $110,000, commensurate with experience and qualifications
  • Benefits include: Health Insurance, Paid Time Off, 401-K with 3% match, Company Paid Training, etc.
  • Other: Travel reimbursement
