Facility Security Officer
Reporting directly to the EMS Division Director of Security and dotted-line reporting to the Sr. General Manager of the EPD and Fleet Solutions business units, this is an ideal opportunity for an experienced Government Security Administrator and FSO to step into a challenging role, own it, drive success, lead change and expand your career at Curtiss-Wright. This position will work from our Bethlehem, PA location while primarily supporting the Fleet Solutions sites (3) remotely.
EPD and Fleet Solutions is searching for an individual who will assume the role as the EPD and Fleet Solutions Facility Security Officer (FSO), managing all tasks associated with Industrial Security for four separate facilities as well as certain Information Technology functions that relate to the security of our facilities. You must be a sole U.S. citizen, capable of obtaining and maintaining a Secret Security Clearance through both the Department of Defense and the Department of Energy. You must be capable of coordinating all efforts related to the security of sensitive projects and programs. This position requires leadership abilities, a proactive and organized mindset and acts as the primary liaison with upper management, business unit employees, customers, and government agencies.

Your Challenge
  • Manages all aspects of Industrial Security for two (2) separate Curtiss-Wright Business Units (EPD and Fleet Solutions), to include physical security, personnel security, and information security. Our new FSO will work from our Bethlehem, PA facility (EPD) while also supporting three (3) additional Fleet Solutions facilities remotely.
  • Supervises and directs security measures necessary for the implementation of policies and procedures pertaining to the industrial security program at both EPD and Fleet Solutions facilities. This includes the safeguarding of classified information, sensitive information, and proprietary information.
  • Act as the Insider Threat Program Senior Official (ITPSO) for both business units, leading all efforts related to the insider threat program to include local policy, program management, and meeting government requirements.
  • Direct compliance efforts at four (4) separate facilities in accordance with government regulations such as 32 CFR Part 117 (the "NISPOM Rule") and specific customer guidance such as NN-801 or OPNAVINST N9210.3. Compliance efforts will also include other regulations imposed by the Department of Defense, the Department of Energy, additional customer requirements, company standards, and government sponsor regulations.
  • Primary contact for all new personnel to the facilities, managing all aspects of the security onboarding process (with remote support) to include the Security Onboarding presentation, distribution and coordination of required onboarding forms, and coordination with managers.
  • Oversees all personnel security clearance functions to include initiating investigations, fingerprinting, non-disclosure briefings, access renewals, transfers, incident reporting, and visit requests.
  • Manages all efforts associated with physical security, to include activities relating to the closed-circuit television system, general physical security controls throughout the facilities, physical security checks and monitoring, badging and restricted area access management, incident response and management, and the development of new secure areas.
  • Works with the Information Security Systems Manager (ISSM) to manage efforts associated with information system security, to include activities relating to configuration management, risk assessments, network audits, vulnerability scans, vulnerability remediation, asset management/tracking, and incident response.
  • Direct all Industrial Security matters associated with information security. This effort will include interacting with personnel that handle sensitive and classified information, the export and handling of sensitive and classified material outside of our facility, and the systems and technologies used to process sensitive and classified information.
  • Assist the EMS Director of Security in coordination efforts with local, regional, and federal law enforcement to include collaboration, supporting active investigations, enacting preventative measures, and managing personnel security matters.
  • Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements. May utilize on-site personnel at remote locations.
  • As needed, lead efforts associated with the coordination of visitors to the facility, managing foreign nationals and their access throughout the facility, assist with witness points and tours of the facility, and ensure compliance with the approvals and paperwork associated with visitors and foreign nationals.
  • Primary contact for government cognizant agencies such as the Defense Counterintelligence Security Agency or the Federal Bureau of Investigation, interacts with other sponsors and customers of EPD and Fleet Solutions, and ensures compliance both internally and externally.
  • Responsible for all leadership efforts of the EPD and Fleet Solutions Security Departments, to include interactions with senior management, attending leadership meetings within our organization, and reaching out to other managers and leads in regard to personnel security matters.
  • Develop and manage security training program; ensure site personnel are completing and maintaining required security education and training based on roles, responsibilities, and access levels.
  • Maintain all appropriate certifications and training requirements as an FSO. Maintain access to and update as necessary government systems such as DISS, NBIS, SWFT, and NISS.
  • Ensure implementation and accuracy of all security related directives, manuals, security plans, and governing documents. Direct, revise, and provide recommendations as necessary.
  • Our new FSO will solid-line report directly to the EMS division Director of Security with dotted-line responsibility to the EPD and Fleet Solutions General Manager.

What You Bring
  • Bachelor's Degree required.
  • Six (6) to eight (8) years of relevant Security experience preferred. Candidates with less than six years relevant experience will be considered based on their experience and backgrounds.
  • Previous experience managing personnel, efforts, and budgets preferred.
  • Applicable Security certifications preferred (i.e. ISP®, Security+, CISSP®, or equivalent).
  • Experience creating and conducting initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate.
  • Experience with classified and unclassified networks and facility clearance requirements.
  • Alternative security experience with Federal, State, or Local police or government agencies will be considered.
  • Self-starter with ability to work independently.
  • Ability to interpret company and government security policies, recommend changes/updates to existing standards and apply them to program operations.
  • Must be highly organized with excellent oral and written communication skills in addition to being customer service oriented.
  • Excellent time management and multitasking skills.
  • Must be a sole US citizen with the ability to obtain and maintain DOD and DOE security clearance.
