Facility Security Officer
Basic Function / Nature and Scope
This position serves as the Facility Security Officer (FSO) at MRIGlobal's Charlottesville, Virginia facility and has security processing, record-keeping and physical security responsibilities. This position manages government contract-related security and is responsible for maintaining all personnel, subcontractor and Facility Security files, security education/training, clearance requirements, government client contact and SCIF administration and management activities in support of contract and business needs.
This position reports to the Vice President of Business Operations with some coordination with Business Unit Directors. All work is performed independently but under general supervision from the Vice President of Business Operations. This position directs security measures necessary for maintaining DOD and DCSA compliance with government security regulations and cooperates, promotes interaction and communicates within the security group, the Institute, and external customers to include the U. S. Government Agencies. Additionally, compliance with DCSA, NISPOM and related guidance for the security of information systems is required.
Essential Functions
Facility Security:
- Manages day-to-day operations of the Charlottesville Security Program, leading DOD and DCSA compliance efforts and developing security program that enable the business with the following actions:
- Verifies clearance status for U.S. Government Agency representatives, visitors, potential new employees, subcontractors, and consultants.
- Oversees security clearance program and processes for employees through DCSA, DISS, NBIS and other customer databases.
- Drafts and executes Nondisclosure Agreements with subcontractors/visitors.
- Maintains the facility clearance status of the facility through NIS.
- Oversees the security program and document/materials control accountability.
- Develops and provides security-related briefings and training required by DCSA, NATO, NISPOM (32 CFR) and client.
- Develops and provides foreign or OCONUS pre/post travel briefings in accordance with government requirements.
- Prepares and reports data and derogatory information as directed by the customer.
- Manages the COMSEC account as the primary account manager.
- Ensures the proper preparation and review of draft/original/revised DD254s.
- Tracks the status of contracts and provies updates to the VP of Business Operations.
- Leads self-inspections and DCSA Vulnerability Assessments of programs.
Technical Duties:
- Management of all PCLs-collect necessary PCL information and initiates Personnel Clearance (PCL) actions in DISS/NBIS and NIS.
- Process SF86, SF312, security investigations and periodic reinvestigations.
- Maintain and keep all company records compliant with NATO, DCSA, NISPOM and contract requirements (i.e., Facility and Personnel Documents, Contract DD254s).
- Review and update government systems (NISS, DISS/NBIS) and act as system administrator.
- Submit change condition notifications to DCSA via NISS (i.e., Change in Address, KMP, Operating Name, Ownership, FOCI).
- Work closely with DCSA and ISSM to maintain information system requirements.
- Prep and submit FCL or Sponsorship Package in the NISS.
- Submits site mobilization and visit requirements-electronic country clearances and Visits/VARs.
- Manage FOCI monthly, quarterly, and annual requirements
- Serve as site Insider Threat Program Senior Official (ITPSO).
Compliance:
- Conduct and report Annual Self-Inspections to DCSA.
- Prepare for all Security Review information for DCSA and be the primary contact for DCSA's assessments.
- Update company policies and procedures (NATO and DCSA Security Briefings, Trainings, etc.), and create and implement new policies/procedures as needed.
- Ensure compliance with 32 Code of Federal Regulation Part 117, DCSA, NISPOM and U.S. government contract requirements.
Training/Education:
- Responsible for all security education curriculum/training for corporate employees, site teams, subcontractors and maintain records; and
- Provides thorough understanding of government security requirements as outlined by applicable laws/regulations, including the NISPOM and NISPOM Supplements.
Collaboration:
- Work closely with HR, the Legal team, IT and the Executive Team to understand business demands and incorporate security requirements.
- Work with business development from pre-bid stage to award regarding security requirements.
Financial and Admin Responsibility:
- Assist in the development of budgets for projects and tasks at off-site facility.
- Complete work within the hours budgeted for performance of specific tasks.
- Seek ways to improve productivity in accomplishing basic tasks.
- Support project work in relationship to security and technology needs.
- Provide timely response to client requests for information.
Minimum Qualifications
- High School Diploma or General Education Degree (GED) Five (5) years of experience as an FSO.
- MUST have a U.S. Government Security Clearance and the ability to maintain a security clearance at the required level (pass a criminal background and credit check).
- Knowledge of DCSA laws/regulations and the NISPOM (32 CFR Part 117).
- Ability to travel 1-2 times a year stateside.
- DISS (NBIS)/NISS/SWFT experience.
- Prior SCI/SAP security experience.
- COMSEC experience as the primary or alternate COMSEC manager.
- Ability to work nights and weekends as needed and be available on 24-hour call.
Preferred Qualifications
- Four-year college degree preferred plus five (5) years of experience as an FSO;
- Preferred to have already completed the FSO Program Management for Possessing Facilities certification.
- Insider Threat Training Certificate a plus.
- FOCI & DOD contract experience a plus.
