Job description

The Corporate Services and Facilities Management Department of the IMF is seeking to hire an experienced Facilities Officer to oversee an assigned portfolio of IMF owned and leased Real Estate assets and manage the execution of international and domestic lease transactions and oversee vendor led tasks.

The Facilities Officer (Real Estate) reports to the Section Chief, Global Real Estate, and is based at the IMF headquarters in Washington, D.C., however the incumbent is required to undertake periodic travel to IMF overseas field offices to carry out the duties of the position.

The Global Real Estate Section (GRE) oversees the IMF’s global portfolio of owned and leased Real Estate assets and manages the Real Estate activities at approximately 220 properties (commercial office, government provided office, and executive residence) located in over 100-member countries. Field office properties are a mix of office and residences, spread across five geographical regions, to include: Sub-Saharan Africa, Asia Pacific, Europe, Middle East/Central Asia, and Western Hemisphere. GRE provides portfolio management advisory services to departments with operations at the IMF’s field office locations, oversees the execution of complex lease transactions and interior fit-out/project management activities, and manages the lease administration and field- based property management functions for the IMF.

The responsibilities of this Facilities Officer (Real Estate) position is to provide transaction and project management services in support of the global Real Estate program, with specific focus on the (i) development and implementation of a residential market intelligence repository for each member country; (ii) execution of residential Real Estate transactions that comply with IMF security standards and are based on international and local laws; and (iii) other projects that support GRE strategic objectives. The incumbent will work closely with IMF Security Services to establish the market intelligence repository as an immediate priority. Following that, and with guidance from Senior Officers (portfolio managers), the incumbent will oversee and execute residential Real Estate lease transactions (many of which are in emerging markets) in support of the IMF’s mission. The majority of site selection, lease negotiation and occupancy preparations are executed by third-party firms with long-term contractual agreements with the IMF. Additionally, the Facilities Officer will support the Section Chief to execute other GRE strategic initiatives.

Major Duties and Responsibilities:

  • Project specific deliverable: Develop and implement a market intelligence repository that summarizes Real Estate and security conditions in markets that the Fund operates in, including drafting related policies, procedures and other guidance documents.
  • As the need arises, identify suitable properties, reviewing international property searches conducted by third-party service providers to support internal client business needs.
  • Assess suitability of available properties by visualizing the future state and estimating potential costs to retrofit.
  • Represent the IMF in the negotiations leading to the execution of Real Estate lease agreements.
  • Work closely with the Legal Department to ensure lease agreement includes standard IMF clauses, privileges and immunities and business conditions that limit risk to the IMF; and liaise with local counsel to incorporate local laws into the final lease contract.
  • Control costs, drive service excellence and mitigate risks to gain increased value from third-party relationships throughout the life cycle of each property. Identify opportunities to innovate new processes and practices or enhance existing processes to enhance service delivery and increase value to the IMF.
  • Manage vendor activities and maintain both new and existing vendor relationships, keep accurate documentation, resolve problems and issues, and streamline processes as needed.
  • Collaborate with other IMF support groups (e.g., IT, Transportation, Procurement), stakeholders (e.g., Legal, Security Services), clients and others to explore operational efficiencies, review improvements at post and ensure costs saving measures are in place.
  • Follow IMF Procurement procedures and policies when entering into contract agreements with service providers and vendors.
  • Assist the Section Chief with specific assignments as required and provide project-related support to Senior Officers on assigned projects.

    Minimum Qualifications

    Advanced university degree, or equivalent in Real Estate, Facilities Management, Architecture, Interior Design and Construction Management fields is preferred; or a bachelor’s degree, supplemented by a minimum of six years of relevant professional experience in Real Estate, Architecture, Project Management and/or Interior Design/interior renovation fields, is required.

    In addition, the ideal candidate will have the following skills and competencies:

    • Demonstrated expertise of executing international Real Estate lease transactions in challenging markets and managing Real Estate projects for commercial and residential properties. Work experience in emerging/developing countries is an advantage.
    • Working knowledge in all facets of commercial interior renovation experience, including physical security enhancements. Ability to design space plans, estimate renovation costs and manage renovations within an established budget and schedule.
    • Strong writing skills.
    • Exceptional customer relationship skills.
    • Demonstrated proficiency in preparing financial analysis and project budgets; ability to convey outcomes effectively.
    • Ability to manage multiple projects simultaneously with adherence to strict and competing deadlines.
    • Ability to work under pressure dealing with constraints which are often outside one’s control.
    • Works well independently and in a team setting; possesses strong teamwork and interpersonal skills, promotes collaboration and has mastered excellent negotiation skills.
    • Demonstrated ability to assess a situation holistically and realistically, using good judgment, tact, diplomacy and discretion in dealing with challenging and politically sensitive situations.
    • Experience working in multi-cultural organizations.
    • Ability to manage projects across many time zones, requiring work outside typical business hours.
    • Strong written and oral skills in English; proficiency in French, Spanish, Arabic or Russian is a plus.

      This is a two-year contractual appointment. Contractual appointments at the IMF are renewable for up to four years of cumulative contractual service, pending incumbent's performance, budget availability, and continuous business need.
