Summary:

SUMMARY DESCRIPTION
Under general supervision, performs a variety of tasks associated with the construction, maintenance and repair associated with the District’s water and wastewater utility facilities, equipment, structures, grounds, and easements; oversees and participates in performing preventative/predictive maintenance on assigned facilities and structures; and operates and maintains a variety of hand and power tools and equipment. Acts in a lead capacity, coordinates field Maintenance Worker duties to that of operational requirements. Interacts with other departments in completion of projects and assignments, and performs other related duties as assigned.
Immediate Impact: The successful candidate will be given the following objectives upon hire:
• Within 3 months, demonstrate familiarity with the preventive and corrective maintenance program framework. This will include navigation of the Computerized Maintenance Management System (CMMS). Additionally, within 6 months, demonstrate proficiency in creating, updating and closing work orders, and reviewing performance metrics and reports.
• Within 6 months, demonstrate familiarity with all Facilities Maintenance service contracts, to include key elements such as primary purpose, length of term, and annual cost. Additionally, demonstrate familiarity with ongoing and pending capital improvement projects.
• Within 9 months, become familiar with the various environmental controls and HVAC equipment throughout the District.
• Within 12 months, demonstrate proficiency in navigation and use of the applications required to support budget and expense tracking, purchase order generation, and invoice review/ approval.

  • Assists the Maintenance Manager in training and evaluating the performance of Field Maintenance Workers.
  • Coordinates and participates in the organization, staffing, and operational activities for assigned maintenance program.
  • Directs, coordinates, and reviews the work plan for assigned maintenance services and activities; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Participates in the development and implementation of goals, objectives, and priorities; recommends and participates in the implementation of resulting policies and procedures; monitors work activities to ensure compliance with established policies and procedures.
  • Identifies opportunities for improving service delivery methods and procedures; identifies resource needs; reviews with appropriate management staff; implements improvements.
  • Inspects work sites before, during and after completion to ensure work is completed in a satisfactory and thorough manner; ensures the adherence to safe work practices by field maintenance personnel; participates in work activities as necessary.
  • Plans the timely requisition of supplies, materials, and equipment needed to perform assigned tasks; checks equipment for proper and safe operation; communicates any inefficiencies to immediate supervisor.
  • Reviews vendor and/or contractor invoices and proposals and recommends payment upon receipt of material or completion of work.
  • Provides staff assistance to the Maintenance Manager; conducts a variety of studies and investigations; develops and recommends modifications to assigned maintenance programs, policies, and procedures as appropriate.
  • Maintains records concerning operations and programs; prepares reports on operations and activities.
  • Coordinates assigned maintenance activities with those of other divisions and outside agencies and organizations; resolves sensitive and controversial issues.
  • Oversight and implementation of the asset management program as it relates to Facilities Maintenance.
  • Responds to and resolves citizen inquiries and complaints.
  • Responds to emergency situations.
  • Reads, understands, and ensures compliance with the District Safety Manual; attends and may be responsible for initiating safety meetings, as required; reports all accidents, violations, or infractions to Manager.
  • Performs related duties as required.
  • Oversees and participates in the maintenance of the District's office and administrative buildings.
  • Recommends, prepares, and implements a preventative maintenance program for water storage reservoirs, reservoir site landscaping, well, booster station and lift station site and structure maintenance.
  • Works effectively and diplomatically with District contractors; assists the District Maintenance Manager in administering contract landscape maintenance, HVAC maintenance, fencing, erosion control, carpentry, painting and remodel contracts etc..; inspects contractor performance as related to site conditions and the fulfillment of contractual maintenance requirements.
  • Oversees and coordinates the District's weed abatement and pest management programs (both contract and in-house) for all District wells, booster stations, lift stations, reservoirs, canals, metering stations, diversion boxes, rights-of-way, easements and properties.
  • Assists in administering the District Safety program as related to maintenance operations; works with Safety Committee to develop programs, procedures and training to maintain effective and compliant safety procedures; participates in the training of assigned staff.
  • Researches requirements of certain District purchasing needs and participates in development and compilation of vehicle and equipment specifications. Supervises, schedules, and inspects Facilities Maintenance special projects as necessary.

Compensation:
•Medical, dental, vision, accidental death and dismemberment insurance, a life insurance policy equal to two times the annual salary for the employee and a $1,000.00 policy for eligible dependents. Benefits become effective on the first of the month following a 30-day waiting period and the Authority contributes 90% of the cost of such insurance.
• CalPERS Retirement is provided using the 2.7 at age 55 formula for “Classic” Members. Retirement is provided using the 2% at age 62 formula for “New/PEPRA” Members.
• Three deferred compensation plans to which an employee may voluntarily contribute up to $19,500 per year. The Authority does not contribute to these plans.
• Twelve (12) paid holidays per year. Upon employment with WESA for one (1) year, employees also receive one (1) floating holiday annually.
• Employees accrue vacation at a rate of 3.08 hours per two-week pay period for the first 4 years of employment; 4.62 hours for years 5-8;6.16 hours for years 9-13; 6.47 hours for years 14-18; and 6.78 for 19+ years of service.
• Sick leave is accrued at a rate of 3.70 hours per bi-weekly pay period for a total of 96.20 hours per year with unlimited accumulation.
• Additional benefits available include:9/80 work schedule, Direct Deposit, Flexible Spending Accounts, Employee Assistance Program, Educational Assistance, Certification Reimbursement Program, Certification Bonus Program, Onsite Wellness Center, and two credit unions.
