Job description


This position is responsible for supervising and coordinating personnel within the Facilities division of the department in the performance of the construction, repair, and maintenance of City facilities.
  • Assists in the planning, organization, and implementation of assigned projects within the facilities systems division.

  • Leads, trains, and supervises Facilities Maintenance Technicians in the performance of all work and maintenance of City facilities, to include renovation, remodeling, new construction, woodworking, etc.

  • Provides cost estimates on jobs to include purchasing materials according to City policy and procedures, as needed, to complete work projects.

  • Assists in new construction. Job duties include framing and laying-out buildings; installing decking, roofing; installing doors and windows, drywall, finish carpentry, etc.

  • Assists in woodworking construction including building desks, tables, bookshelves, cabinets, signs, etc.

  • Participates in the renovation and remodeling of existing structures. Job duties include demolition; framing; drywalling; painting; installation of ceilings and flooring; and, the installation of windows and doors.

  • Assists in assigning work orders to Facilities Maintenance Technicians. Oversees and ensures that work orders are processed and completed in the computer system, accounting for labor and materials in a timely manner.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION
  • Knowledge of building maintenance principles and practices.

  • Knowledge of wood, masonry, and metal construction.

  • Knowledge of building codes and ADA requirements.

  • Knowledge of carpentry practices.

  • Knowledge of facility construction, repair, and maintenance principles.

  • Knowledge of occupational hazards and safety procedures.

  • Knowledge of computers and job-related software.

  • Skill in the use of tools, both hand and power.

  • Skill in planning and organizing projects.

  • Skill in interpersonal relations.

  • Ability to read and interpret engineering drawings, schematics, and blueprints.

  • Ability to problem solve and exercise critical thinking.

  • Ability to coordinate project activities involving multiple participants (i.e., staff, departments, etc.)
SUPERVISORY CONTROLS
The Facilities Maintenance Manager assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with City procedures and the precision of the results with the initial request.
GUIDELINES
Guidelines include building codes, ADA requirements, contract specifications, and both City and department policies and procedures. These guidelines are generally clear and explicit but may require interpretation in application.
COMPLEXITY/SCOPE OF WORK
  • The work consists of related technical and maintenance duties. The variety of tasks to be performed contributes to the difficulty of the work.

  • The purpose of this position is to support the construction, maintenance, and repair of City facilities. Successful performance in this position contributes to the efficient and effective sustainment of those facilities.

  • Contacts are typically with coworkers, vendors, contractors, and the public.

  • Contacts are typically to give or exchange information, resolve problems, and provide service.

PHYSICAL DEMANDS/ WORK ENVIRONMENT
  • The work is typically performed while standing, walking, bending, crouching, or stooping. The employee frequently lifts both light and heavy objects up to fifty (50) pounds, climbs ladders, uses tools or equipment requiring a high degree of dexterity, distinguishes between shades of color and utilizes a sense of smell.

  • The work is typically performed in various City facilities to include an office, stockroom, warehouse, outdoors or new construction facilities and can be performed in hot, cold, or inclement weather. The employee may be exposed to noise, dust, dirt, grease, and machinery with moving parts. Work requires the use of protective devices such as masks, goggles, gloves, etc.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY
This position directly supervises Facilities Maintenance Technician I and II employees in the Facilities division of General Services.
  • Graduation from a standard senior-high school or GED equivalent, as recognized by the United States Department of Education (USDE) or council on Higher Education Accreditation (CHEA); and

  • Five (5) years recent experience in routine construction. Skills would include framing and the laying-out of buildings, carpentry, installation of doors and windows, etc.; and

  • Five (5) years recent experience in remodeling and repair. Skills would include hanging and finishing drywall, patching drywall, painting, installation of ceiling and flooring, etc., and

  • Two (2) years recent experience reading construction documents.

OR
  • Five (5) years current and continuous experience in the Facilities Maintenance Technician progression with the City of Dothan.

  • Three (3) years supervisory experience in the construction field is preferred.

  • One (1) year recent experience with any of the standard Microsoft office products (Word, Excel, PowerPoint, etc.) preferred.

  • One (1) year experience with Central Square preferred.

  • Graduation from an accredited* college or university with a associate degree in Construction, Management, Building Science, or closely related field preferred.

*Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for Higher Education (CHEA).

NECESSARY SPECIAL REQUIREMENTS
  • Possession of a valid driver license and acceptable driving record. (PBA 9/10/01)

  • An applicant for this position is subject to various background investigations up to and including a criminal, credit, past employment, and reference checks.

  • In an emergency and/or standby situation, an employee in this position must be able to report to his/her regular workstation in a maximum of 30 minutes from the time of notification. (Sec. 2-30. (2) / PBA 1/9/95) This requirement must be met within six (6) months of employment/promotion/ demotion/transfer.

  • Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy, which includes pre-employment and random tests for the duration of employment in this position. (PBA 8/13/12)

  • Must meet the City of Dothan's employment physical standard, which includes drug/alcohol testing.
