JOB SUMMARY:

Conducts and supervises comprehensive Human Immunodeficiency Virus (HIV) and Sexually Transmitted Infections (STI) activities to ensure HIV and STI prevention services are provided to persons at greatest risk of acquiring and/or transmitting HIV and STIs.  Participates in planning of programs, policies or objectives for own work group and department.

Responsibilities
  • Supervises and plans work for assigned staff as they conduct interviews and partner elicitations.
  • Coordinate and implement all program activities as per scope of work and timeline.
  • Prepare and develop all program curriculums, materials, fliers, and all other printed materials required by the program or based on clients' needs.
  • Conduct community surveys to ascertain health needs, develop program goals, and determine areas where prevention services are most needed.
  • Ensure the provision of follow-up services for testing recipients in the form of risk reduction counseling, PrEP screening, confirmatory testing, linkage and referral, disclosure of test results. Work closely with community partners to maximize screening and recruitment for prevention services.
  • Performs program specific activities such as HIV/STI education, testing and counseling; and condom distribution.
  • Perform phlebotomy and specimen collection.
  • Some activities may require meeting clients at home, work or elsewhere to perform testing, as needed.
  • Deliver outreach services where priority populations may gather; this includes preparation and distribution of educational materials, promotional, safe sex materials.
  • Conducts quality assurance activities ensuring activities are conducted accurately, completely, and in compliance with established standards.
  • Reviews the case management plan for each case to enhance disease prevention outcomes.
  • Reviews the prevention activities documentation and stores protected health information securely.
  • Collect data, conduct data entry and prepares monthly program statistics.
  • Prepare draft progress and final reports for programs and activities.
  • Consults with collaborating agencies to ensure rapid and confidential examination, treatment and services for clients.
  • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.
Qualifications
  • Associate Degree in Public Health or related field. Bachelor's Degree preferred. Knowledge of HIV and medical terminology.
  • 3 years of job-related experience in communicable disease and public health.
  • Experience in community outreach and engagement preferred. Awareness of communicable diseases such as HIV, Syphilis, Gonorrhea, and Chlamydia.
  • Phlebotomy trained or willing to be trained.
  • Successful experience working with ethnic, racial, economic and sexually diverse populations.
  • Background and/or willingness to work with men who have sex with men.
  • Willingness to work non-traditional hours.
  • Have knowledge and sensitivity about the needs/issues of various subpopulations such as people of color and the LGBT community.
  • Must be able to work independently as well as in a team environment. Must demonstrate sound judgement, initiative and discretionary abilities.
  • Good computer and typing skills; knowledge of computer applications; skilled in data entry.
  • Good verbal and written communication; strong interpersonal skills; ability to interact and deal effectively with the public and all levels of employees.
  • Organizational skills; ability to complete assigned tasks within tight deadline and to prioritize own work.
  • Must possess reliable transportation and a valid Texas driver's license.

SALARY RANGE: $22.07 - $27.59 hourly based on qualifications
