This position is a full-time (1.0 FTE), 37.5-hour per week position. This position is 100% funded by county funding and contingent upon available funding.
The Extension 4-H Program Assistant will be located in Yancey County and will assist in growing a comprehensive 4-H professional youth development program, meeting the needs of all of the county’s youth, ages 5 through 18. These programs will engage youth in positive, life-skill development activities to address issues of everyday life, enhance the community and environment where they live, and give them access to high-quality, experiential programming.
Primary Function of Organizational Unit
NC State Extension is the educational outreach arm of the North Carolina State University College of Agriculture & Life Sciences. NC State Extension provides research-based information, programming and technical assistance to all North Carolina citizens, addressing a diverse range of issues in four programmatic areas – Agriculture & Natural Resources; Family & Consumer Sciences; Community and Rural Development, and 4-H Youth Development. Together, with its partners – North Carolina A&T State University Extension, U.S. Department of Agriculture, state and county governments, NC State Extension is able to bring a wide variety of resources to all 100 North Carolina counties and the Eastern Band of the Cherokee Indians.
The Yancey County Program Assistant’s responsibilities:
1. Promote and provide support for 4-H Clubs.
2. Assist the Extension Agent for 4-H and Youth Development in efforts to recruit, train and manage volunteer leaders who will guide 4-H clubs, assist with the planning and coordinating events and activities, and generally support and promote the 4-H agent and program.
3. Assist the Extension Agent for 4-H and Youth Development with developing, planning, and implementing youth development workshops, camps, in-school enrichment programs, or other 4-H and Youth Development activities and events
4. Assist with developing a marketing program that attracts youth and volunteers from all county sectors to assure inclusivity and efficient impact of programs.
5. Provide program support, teach, and keep good records for 4-H and Youth Development programs in Yancey County.
6. Program Administration: Maintaining accurate records for youth and volunteer leaders and assuring that the program complies with local, state, and national regulations – to include but not be limited to the NC State University Programming with Minors regulations and financial management – to include but not be limited to monitoring county 4-H club accounts, charters, and IRS compliance.

Minimum Experience/Education:The minimum requirement for employment with the North Carolina Cooperative Extension (NCCE) is a high-school diploma or equivalent. Advanced training in related fields is preferred.
Department Required Skills:The minimum requirement for employment with NC Cooperative Extension is a high school diploma or equivalent.- Ability to work independently without direct supervision.- Ability to work with, interact with, and respect broad populations.- Ability to recruit, train, and supervise volunteer leaders to extend youth programming to the broadest audience possible.- Computer literacy (proficiency in MS Word, PowerPoint, Excel, and Office).- Strong oral and written communication and interpersonal skills.- Ability to handle multiple demands and set priorities.- Ability to travel within county, district, and state using a personal vehicle.- Ability to occasionally work after-hours and weekends (maybe seasonally extensive).- Ability to network with community partners and agencies and maintain working relationships.- Must be able to lift and carry training supplies, publications, and equipment needed for training and youth programs.- Other duties as assigned.
Preferred Years Experience, Skills, Training, Education:- Experience working effectively as a team member.- Ability to manage time, as well as program and financial resources.- Experience and knowledge in mass media, marketing, and presentations.- Skills in leadership, citizenship, budget management, and public relations.
A valid NC driver’s license is required within 60 days of hire. Personal transportation is required and must be maintained.
To operate a state vehicle, a valid Driver’s License is required and must be maintained.
