The Rio Grande Valley Metropolitan Planning Organization (RGVMPO) is looking for an exceptional individual to take the helm as the Executive Director/Director. In this role, you will be responsible for all aspects of RGVMPO operations, including coordinating, negotiating with member, and partnering agencies. As the driving force behind RGVMPO, you will be the leader in long and short-range planning for multimodal transportation systems, facilities, air quality, services, and their requirements.
- Develop RGVMPO goals, objectives, policies, and procedures necessary to provide transportation planning services.
- Administer the RGVMPO budget, acquire funding from various sources, and participate in program and project acquisition.
- Facilitate and participate in TPB objectives, policies, meetings, and committee agendas.
- Work with TPB to ensure comprehensive and cooperative policies, plans, and processes align with the transportation and growth management needs of the RGVMPO Study Area.
- Communicate transportation planning policies and strategies with elected officials and government representatives.
- Coordinate RGVMPO activities with other departments, agencies, and organizations as required.
- Participate in the administration of contractual agreements with consultants and subcontractors.
- Promote the RGVMPO's goals through public outreach efforts and education.
- Develop, maintain, and implement various planning programs and plans.
- Increase the RGVMPO's visibility as the primary regional transportation planning forum.
- Conduct education and leadership development programs for TPB members.
- Foster inclusive transportation planning through cooperation with stakeholders.
- Stay informed of state and federal legislation, policies, and summarize potential impacts.
- Create a welcoming work culture at the RGVMPO.
- Review personnel evaluations and take disciplinary action when appropriate.
- Comply with all applicable local, state, and federal laws.
- Master’s degree in transportation planning, project management, public administration, urban planning, or related field with three (3) years of progressively responsible transportation planning and administrative experience, including at least seven (7) years of managerial/leadership experience.
- Bachelor's degree in transportation planning, project management, public administration, urban planning, or related field with three (3) years of progressively responsible transportation planning and administrative experience, including at least nine (9) years of managerial/leadership experience.
- Valid Texas Class C Driver’s License with an acceptable driving record.
- Bilingual (English and Spanish) communication skills are desirable.
- Considerable knowledge of urban planning, multi-modal transportation planning, and growth management.
- Considerable knowledge of geographic information systems.
- Effective technical report preparation and presentation skills.
- Knowledge of research methods related to urban growth, transportation, and land use planning.
- Knowledge of applicable federal, state, and local laws, codes, and regulations.
- Proficiency in modern office equipment and computer programs.
- Strong communication and presentation skills at the C-suite level.
- Ability to establish and maintain cooperative working relationships with various stakeholders.
This role is focused on several key objectives, including guiding policy members, regional priorities, staff development, and metrics of success. Some deliverables include creating orientation materials, developing training programs, fostering staff development, and more.
