The Team You’ll Work With
The New York City Mayor’s Office seeks an Executive Director to oversee the Office of Childcare and
Early Childhood Education (OCCECE), an office that was created to ensure a holistic and coordinated
approach to Childcare and Early Education across the city. The Executive Director will report to the
Deputy Mayor for Strategic Initiatives and work in close collaboration with the Deputy Mayor for
Health and Human Services. The OCCECE office ensures a holistic and coordinated approach to
Childcare and Early Education policy across the City by building responsive systems that are centered
on parent and caregiver-choice, supporting providers, and delivering high quality options for families.

The Office serves as a central hub for citywide policy implementation and coordination across the
Department of Education (DOE), Administration of Children’s Services (ACS), Department of Health &
Mental Hygiene (DOHMH), and Department of Social Services (DSS), and fosters strategic partnerships
with private entities, nonprofits, and foundations committed to the efforts of the Childcare Quality and
Innovation Initiative. This includes but is not limited to building a city-wide Childcare and Early
education system which enables all families with children 0-5 years old to access high quality early
education and care; and working with city agencies and private organizations to integrate financial
resources to both maximize utilization of all funding streams and ensure a seamless system for
children, families, and providers.



The Problems You’ll Solve
Under broad policy direction from the Mayor, the Executive Director of the Office of Childcare & Early
Education, plans, organizes, directs, and evaluates all functions and activities of the Office.

The Executive Director is responsible for:

  • Leading the development of policy that will enable NYC to deliver accessible, high quality,
equitable Childcare and Early childhood education
  • Developing partnerships and collaborating with city agencies, community partners and other
stakeholders to create a streamlined high quality of early care and education systems;
  • Coordinating the City’s fiscal planning and budgeting requests amongst relevant agencies;
  • Analyzing and maximizing funding to create a fiscally viable early care and education system
  • Setting strategic direction by guiding others and developing relationships built on trust and
credibility;
  • Using effective change management and innovative ideas to resolve operational challenges
affecting NYC’s service delivery;
  • Maintaining ongoing communications with a wide variety of community, civic, and media
organizations related to child care & Early Education policy and service delivery;
  • Coordinating the City’s State and Federal legislative agendas and advocacy for early care and

education.

About You
The ideal candidate for theExecutive Director of the Office will possess a track record of demonstrated
leadership, proven accomplishments, and superior performance in Childcare and Early Education.

The Executive Director of the Office must:

  • Be a strong, visionary, and decisive leader;
  • Promote and embrace best practices, collaboration, innovation, and transparency;
  • Possess cultural competency and the ability to effectively work with diverse populations;
  • Proven ability to lead an organization through a strategic planning and implementation
process;
  • Be politically astute and able to build trust, complemented by superior interpersonal and

communication skills to act as an advocate to initiate discussions and gain support from
stakeholders.

The ideal candidate must also possess the following knowledge base and demonstrated experience:

  • At least 10 years of experience in the field of public policy and implementation particularly in
Childcare and/or early childhood education either at a local, state, or federal government
agency or non-for-profit organization

o Five years of which should be in a managerial capacity, preferably in NYC government



  • Demonstrated knowledge of the NYC early care and education programs available to young
children is required
  • Ability to facilitate, collaborate, and convey an outstanding early care and education vision
  • Strong problem-solving skills with the ability to navigate complex policy, legal, procurement and
operational challenges
  • Ability to provide hands-on management leadership to oversee daily operations for the Office
  • Ability to navigate policy and political differences between key stakeholders
  • Ability to provide leadership and engage with government, the public, industry leaders,
stakeholders, and high-level policy decision makers
  • Ability to inspire confidence and passion combined with grit and zeal to leas a mission-driven

organization towards urgent goals

Salary
The City of New York Office of the Mayor’s compensation package includes a market competitive
salary, equity for all full-time roles and exceptional benefits. Our cash compensation range for this role
is $180,000 to $200,000.

Final offers may vary from the amount listed based on candidate experience and expertise, and other
factors.
