The primary purpose of this position: To plan and execute a broad range of events on behalf of the United States Air Force Academy Athletic Department. Assists the AD Events Manager with programming, planning, coordination, and execution of all intercollegiate sports schedules (NCAA Division 1) and other events that take place in associated athletic program facilities.

Duties
  • Manages and directs event oversight and coordination to multiple USAFA Division I intercollegiate home sporting and USAFA institutional events.
  • Assists in the management and oversight of the Athletic Department's Intercollegiate Scheduling program for approximately 27 sports; using computer generated database, spreadsheets, and reports, including use of facilities and coordinating schedules with USAFA Events Scheduling Committee.
  • Monitors requirements, scheduling, and provides oversight of security contract and contractor personnel. Regularly meets and discusses security venue needs for a variety of athletic events with other staff members to determine best possible staffing of contract security personnel. Determines requirements based on AF and USAFA policies for event security and ensures that staffing and scheduling of contractors in IAW these.
  • Athletic Department special programs point of contact/monitor. Represents the department's special programs and activities through USAFA, and briefs their respective impact on department activities. Establishes and maintains guidelines IAW DoD, AF and USAFA procedures and policies.

  • Incumbent must be able to obtain and maintain a favorable background check as a condition of employment
  • Incumbent may be required to work other than normal duty hours to include evenings, weekends, and/or holidays. Overtime may be required.
  • TRAVEL AND RELOCATION EXPENSES WILL NOT BE PAID
  • Position is subject to an extensive background investigation to verify suitability for employment

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) Knowledge of AF and USAFA guidance, organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures sufficient to perform event planning activities and perform as the action officer for assigned events; (2) Knowledge of the concepts, principles, and practices related to intercollegiate scheduling programs for the planning, coordination, and execution of events; to include detailed knowledge of NCAA rules and guidelines, policies, and requirements; (3) Knowledge of NCAA Division 1 rules and by-laws and the security venue contract and contractor personnel to ensure requirements met in compliance with applicable guidelines; (4) Briefing special programs to department personnel, attending USAFA and Air Base Wing special program meetings; (5) Representing the department's special program and activities throughout USAFA and briefs their respective impact on department activities.

EDUCATION:
I have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Air Force and command program goals, objectives, operations, policies, applicable DoD, and AF instructions and guidelines; the sequence and timing of events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of large and complex special events; or equivalent knowledge.
2. Knowledge of the concepts, principles, and practices related to intercollegiate scheduling programs for the planning, coordination, and execution of events; to include practical knowledge of NCAA rules and guidelines, policies, and requirements.
3. Ability to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions; and packaging the entire process in briefings, papers, or reports suitable for top management use and decision making.
4. Ability to direct integrated multi-functional teams to plan, organize, and execute events, conferences, or symposiums.
5. Ability to communicate effectively both orally and in writing, negotiate complex issues, and maintain good working relationships.
Series and Title Determination: The position serves as an event planner for the U.S. Air Force Academy Athletic Department. Plans, organizes, and executes a broad range of activities as a team leader to conduct major NCAA Division 1 athletic events, and other events conducted in department facilities. The employee directs all aspects of assigned USAFA Division 1 athletic intercollegiate events to include USAFA annual institutional events, and or special events. Develops, maintains, and updates all applicable game-day intercollegiate checklists for 27 Division I programs within the Athletic Department using computer-generated database, spreadsheet and reports. Assists in the scheduling of all intercollegiate sports, including use of athletic facilities, and coordinating schedules with the USAFA Events Scheduling Committee. This includes being responsible for programming, planning, coordination, and operation of intercollegiate sports schedules and also special projects and or events. The position involves a mix of technician and administrative work involving the application of policies, regulations, directives, programs, and procedures for the execution of assigned projects in support of management/executive program operations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

ADDITIONAL INFORMATION FOR ACTIVE DUTY SERVICES MEMBERS
ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
  • Name/Rank/Grade of Service Member
  • Branch of Armed Forces
  • Dates of Active Service (Start and End Date(s)
  • Expected Date of Discharge/Release from Active Duty
  • Terminal leave start date (if applicable)
  • Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
  • Must be certified within 120 days of anticipated discharge
  • Signature by, or by direction of the adjutant, personnel office, unit commander, or higher headquarters commander.
