Summary
's Analytics and Informatics team is seeking a talented epidemiologist to conduct data visualizations, data analyses, and database management.
This position is part of the (CD-Imms) and will work closely with program managers, public health nurses, disease investigators and epidemiologists to support communicable disease surveillance, as well as case and outbreak investigations. The Analytics and Informatics team supports disease surveillance, analysis, and reporting for communicable diseases (e.g., vaccine-preventable diseases, enterics, foodborne illness, zoonotics, hepatitis, and healthcare associated infections); immunization coverage assessments; and Informatics needs for the Section; but may also be assigned to support other emerging diseases as program needs shift.
The Epidemiologist II position will provide epidemiology support for the Section, primarily related to healthcare associated infections (0.5 FTE) and notifiable communicable diseases (0.5 FTE). The position will be focused on data collection, data management, data analysis, and data visualization, including creating and improving surveillance systems for tracking and monitoring a variety of pathogens, evaluating preventive actions and policies, and communicating disease trends to internal and external audiences.

Job Duties
The position will work in collaboration with a team of epidemiologists, disease investigation subject matter leads, and database developers.
  • Contribute to the conceptual design of databases/systems and data collection tools (e.g., surveys and forms) to ensure that surveillance and reporting needs are met.
  • Conduct data integration by matching and merging records across complex data sources (e.g., disease reports in local/state notifiable condition systems, laboratory data, Medicaid claims, and electronic health records data).
  • Conduct data quality assurance, including data cleaning and developing data quality reports, and troubleshooting data inconsistencies.
  • Conduct epidemiological and statistical analysis using local, state, and federal databases to support disease investigations and determine trends, incidence and prevalence of disease, and examine data for health disparities.
  • Create data visualizations and dashboards (e.g., using Tableau) for internal and external audiences.
  • Develop reports and written summaries for internal and external audiences.
  • Present findings to technical and lay audiences.
  • Provide technical supervision of assigned staff involved in data collection, data management, data analysis, and reporting.
  • Contribute to outbreak preparedness and response activities.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills
REQUIRED EXPERIENCE, QUALIFICATIONS, KNOWLEDGE, SKILLS:
  • Master's degree in epidemiology, informatics, biostatistics, or related field OR any equivalent combination of experience and education which provides the applicant with the skills, knowledge and abilities required to perform the work.
  • Data coding expertise (in particular SAS or R), including knowledge of methodologies for extracting or creating data sets, conducting text string searches, creating coding efficiencies, working with arrays, recoding data values, writing macros, creating date/time calculations, applying formats to variables, merging data sets, and transposing data.
  • Experience designing and creating data collection tools, including disease reporting forms and surveys.
  • Skill conducting data quality assurance, including applying data coding expertise in order to identify data quality concerns, and using programming strategies to make corrections to data quality issues.
  • Experience developing disease surveillance summaries or outbreak summaries for internal and external audiences.
  • Knowledge of statistical theory, including hypothesis testing, multivariate analysis, trend analysis, regression analysis, sampling techniques, and confidence-interval estimation
  • Skill in data interpretation, including summarizing assumptions, conclusions, strengths and limitations of data.
  • Knowledge or experience incorporating anti-racist principles of equity and social justice into surveillance system design, database design, data collection, data analysis, reporting, dissemination of data and reports, or any other approaches that may help address racism as a public health crisis.

DESIRED QUALIFICATIONS:
  • Experience conducting communicable disease surveillance.
  • Experience working in a local or state public health practice setting.
  • Experience analyzing data to identify and monitor health disparities.
  • Experience analyzing data from electronic health records (EHR) or electronic laboratory reports (ELR)
  • Experience designing and managing databases (e.g., in REDCap, MS Access, or SQL server)
  • Experience conducting deterministic and probabilistic record linkage across databases (e.g., using LinkKing, Link Plus, or similar tools/software)
  • Expertise creating visualizations of surveillance data using Tableau, Power BI, or other business analytics software.
  • Experience analyzing longitudinal data and relational datasets.
  • Skill in facilitating data exchange with partners.
  • Experience conducting time series analysis, geospatial modeling, and analyses involving syndromic surveillance data.
  • Experience creating and managing Extract, Transfer, and Load (ETL) data pipelines.
  • Experience with data management and analysis for healthcare associated infection epidemiology.

WORK SCHEDULE: Monday through Friday, 40 hours per week. This position is subject to the Fair Labor Standards Act and is overtime eligible where time exceeds 40 hours per week.
