Summary
The City of Bend Utility Department is currently accepting applications for three (3), temporary Environmental Resources Technician positions. One (1) will report to our Stormwater team and two (2) will report to our Water Conservation team. This opportunity is a non-represented, FLSA non-exempt (overtime eligible) position.

The City of Bend Utility Department is currently recruiting for a temporary Environmental Resources Technician.
The temporary Environmental Resources Technician position is seasonal providing assistance with water conservation and/or stormwater program efforts that may include irrigation system evaluations, water use analysis, compliance inspections of stormwater quality facilities, creation/editing of maps and data using GIS, creation and distribution of outreach materials, basic office tasks such as scanning, copying, filing, typing, and database entry. This position may also require working one-on-one with homeowners, business owners, and property managers, thus requiring excellent interpersonal and communication skills.
Successful candidates will be:
  • Adept at quickly and effectively adapting to different working environments and personality types;
  • Reliable, and have a great attendance record;
  • Excellent communicators, with strong foundations in customer service;
  • Knowledgeable in Microsoft Office Suite at a proficient level;
  • Experienced in general office/clerical settings;
  • Proficient with data entry;
  • Knowledgeable of natural resources, water conservation, stormwater. quality, erosion control, or similar environmental areas of study.

Functions, Duties and Responsibilities
The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. General:
  • Represent the City of Bend Utility Department in a professional manner.
  • Perform various routine office tasks such as copying, scanning, filing.
  • Data entry into applicable databases and/or computerized mapping systems.
  • Complies with safety requirements of the position and actively promotes safe work practices.
  • Distribute informational door hangers or other education materials.
  • Other duties as assigned.

Water Conservation Program:
  • Conduct efficiency evaluations of landscape irrigation systems, and analyze indoor water use to identify conservation potential.

  • Collect necessary data in the field to complete water use analysis for customer evaluation reports.
  • Advise and educate customers on outdoor water use trends in the City of Bend, understand and convey the basic principles of plant-soil and water relationships and how it relates to water management in the landscape.
  • Perform Water Waste outreach to uphold Bend Water Use code including acting as a community conservation ambassador, identifying locations of water waste and connecting customers with resources to meet compliance. Document water waste instances and report to conservation staff for tracking.

Stormwater Program:
  • Collect field data and evaluate condition of stormwater facilities, best management practices and/or stormwater outfalls to the river.
  • Advise and educate the public on water quality protection measures and prevention of illicit discharges.
  • Assist with erosion control inspections for stormwater pollution prevention.
  • Support compliance with the City of Bend's Municipal Separate Storm Sewer System (MS4) and Water Pollution Control Facilities Underground Injection Control Systems (WPCF UIC) permits.

Knowledge, Skills and Qualifications
Knowledge of:
  • Environmental practices and sciences, preferably knowledge of one or more of: water quality, water conservation, ecology, horticulture, or similar;
  • Basic computer and iOS operating systems, Microsoft Office;
  • Modern office procedures, methods, and equipment;
  • Basic filing and recordkeeping principles;
  • Basic mathematical principles and data analysis using MS Excel;
  • Customer service/communication skills;
  • Basic safety principles.

  • And preferred (but not required) knowledge of:

  • Landscape and irrigation best management practices and irrigation efficiency evaluation methodology; and/or
  • Stormwater quality and quantity management principles and practices
Skill in:
  • Field work and data analysis (required);
  • Using computers and related mapping software applications (GIS);
  • Use of Microsoft Office products including Excel, Word, and PowerPoint;
  • Writing and data analysis;
  • Excellent organizational skills;
  • Filing;
  • Data/Entry Keyboarding;
  • Performing mathematical calculations;
  • Using modern office equipment;
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisors, the general public, etc. sufficient to exchange or convey information and to receive work direction.

Education, Experience, Certifications and Licenses Required:
High School Diploma or equivalent (G.E.D.), prior work and/or completed higher education courses in water conservation, natural resources/ecology, horticulture, stormwater management, landscape construction, erosion control inspection; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
Current and valid Driver's license per City policies outlined in the Employee Handbook.

Health Reimbursement Account (HRA)

This is an employer-funded account designed to reimburse employees for IRS-qualified medical expenses. Reimbursements are tax-free, and any unused HRA Comp-A fund amounts at the end of the plan year are transferred to the employee's VEBA account following first full year of employment (see below for VEBA account information). Coinsurance (Med-G) funding remaining at plan year end is forfeited and does not roll to the VEBA.

First Stop Health - Telemedicine: The City of Bend provides First Stop Health (FSH) telemedicine benefits for FREE to all medical-enrolled employees and up to seven (7) of their immediate family members.

Full-time employees currently pay 10% of the total composite monthly premium. Part-time benefit-eligible employee premiums are pro-rated according to their regularly scheduled work hours (50% for employees working 20-29 hours per week; 75% for those working 30-39 hours per week).

VEBA Plan

Individual employee account that receives tax-free rollover amounts from the City-funded HRA Comp-A account remaining at the end of each plan year. The account belongs to the employee and may be invested in mutual funds similar to deferred compensation. The account can grow, tax free, and be used for future medical expenses and can be used either while still employed or after separation/retirement.

Participation in the City of Bend's Flexible Spending Plan is voluntary and allows employees to pay for IRS-approved health care-related expenses and dependent care through pre-tax payroll deduction.

Group Basic Term Life Insurance: Benefit-eligible employees working at least 20 hours per week are eligible for a coverage amount of one times the employees annual salary, to a maximum benefit of $150,000, with a minimum benefit of $50,000. Coverage includes person accidentcoverage for loss of life and/or limb, per scheduled benefit package amounts.
Group Long-term Disability Insurance:Benefit-eligible employees working at least 20 hours per week are eligible for a a benefit of up to 66.67% of employee's covered earnings to a maximum of $9,000 per month.
Voluntary Life and AD&D: Active, full time employees of the City of Bend regularly working a minimum of 20 hours per week are elgibile for additional voluntary coverage for the employee, spouse/domestic partner and dependent children.
Public Employees Retirement System (PERS)
The City of Bend participates in the PERS Retirement System. Employees become PERS members after working six full calendar months in a qualifying position requiring at least 600 hours worked per 12-month period. Contributions on the employee's behalf begin following completion of the six-month waiting period. The City makes "employer" contribution based on the employee's Tier I, II or OPSRP member status.
