The Environmental Remediation Project Manager is primarily responsible for providing governance and assurances over all environmental contingent liability projects. Serves as the RCRA and Remediation SME on all CITGO site Remediation Projects. Updates policies and procedures related to environmental contingent liability obligations. Provides expertise and guidance on site remediation technologies, techniques, costs, and project management. Develops and submits to regulatory agencies annual Financial Assurance demonstrations. Provides expertise and guidance in environmental due diligence projects during purchase or sale of real estate assets. Serves as company liaison between business units, corporate legal, and regulators. Successful candidate will have ability to network with stakeholders to identify and define projects, develop, and negotiate proposals, building teams of technical staff and contractors to execute work, maintaining quality and risk management processes to keep work on track, and delivering according to scope, schedule, and budget.
Minimum QualificationsDegree:
Bachelor's Degree (required).
- Master's Degree (preferred).
The minimun number of years of job related experience required by this job is:
5 years managing Environmental Compliance Programs.
5 years in site investigation and remediation preferred, but not required.

- Proven expertise in project management, technical leadership, and/or Environmental Program management.
- Control and track project scopes, schedules, budgets, resources, and quality of work, and effectively manage change when necessary.
- Ability to manage project risks by understanding and following risk management procedures.
- Ability to create and execute project work plans including staffing plans with revisions as needed.
- Proven expertise in due diligence, environmental investigation, site remediation, or other experience managing Environmental programs.
- Expertise in soil and groundwater site remediation technologies and techniques.
- Proven expertise in site Remediation Project scoping and cost estimation.
- Knowledge of federal and state regulations pertaining to RCRA, CERCLA, NEPA, CWA, CAA, MACT GGGGG and Financial Assurance.
- Manage communications with stakeholders and project team to ensure a mutual understanding of requirements including, but not limited to, project execution, HSE, and subcontractor management.
- Assist Business Units with agency negotiations by providing technical expertise in support of the Business Unit's regulatory compliance efforts.

- Experience managing other Environmental Programs may be substituted for the above- mentioned requirements.
