Summary
This is a Direct Hire Authority solicitation utilizing the DHA for Domestic Defense Industrial Base and Major Range and Test Facilities Base to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serve as an Environmental Protection Specialist for the Radford Army Ammunition Plant Operations Team.

Duties
  • Coordinate directly with other installation personnel, contractors, and command staff providing assistance and advice on environmental matters.
  • Responsible for the validation, coordination, and management of and updates to assigned environmental programs and plans.
  • Exercise environmental responsibilities for coordinating, determining, executing and approving assigned environmental preservation, protection and enhancement activities.
  • National Environmental Policy Act (NEPA) analysis for master planning and construction project development.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

Qualifications
Who May Apply: US Citizens
In order to qualify, you must meet the Experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1). Reviewing environmental documents to ensure environmental compliance is met; 2) Supporting environmental program functions (such as enforcing Corrective Action Plans, conducting inspections and/or surveying environmental impacts to ecology, wildlife, land use, noise, air quality, wetlands, hazardous waste and other environmental factors) to assist in meeting program goals/objectives; and 3) Preparing environmental reports/documents such as environmental consideration, environmental impact statements, environmental assessments and environmental baseline studies, and 4) providing technical assistance and professional support to other scientists, engineers, technicians, and contracting officers in their contract oversight roles. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone no substitution of education for experience is permitted.

How You Will Be Evaluated
You will be evaluated for this job based on how well you meet the qualifications above.
