About this Role:
The successful candidate will lead the work unit of project and program managers to support healthy, safe, and thriving communities in a waste-free King County. This role covers two main areas:
  • Supervise a team of between 5 and 10 people (80%): lead and support a group of project and program managers and interns working independently and in teams on key King County priorities on innovation, Re+, grants, circular economy, climate, and waste stream integrity.
  • Innovation and strategic project support (20%): lead high priority projects that shape and deliver key elements of Re+ through innovation, developing an innovation program for the SWD that nurtures a culture of innovation that helps staff to deliver the high-impact work needed to a more circular, low-carbon economy with an equitable future for all in King County.
This position performs work remotely and onsite. Onsite work will vary with assigned projects.
About the Team:
The King County Solid Waste Division (KCSWD) is responsible for the public solid waste system that serves the people and communities of unincorporated King County and most cities within King County. KCSWD is the lead King County Agency for delivering Zero Waste of Resources (ZWoR) goal for the region, which will reduce valuable materials sent to the landfill by up to 70%. KCSWD operates the Cedar Hills Regional Landfill, ten transfer facilities, nine closed landfills, and many programs to design out waste and pollution, keep products and materials in use and regenerate natural systems.
The Recycling and Environmental Services (RES) Section leads the Division's efforts on prevention, reuse, recycling, product stewardship/EPR, policy, market development, environmental stewardship, the circular economy, Re+, green building, household hazardous waste collection, school education, grant program management, and resource recovery, waste stream integrity, and several compliance programs including on waste stream compliance & enforcement.

  • Supervise the daily operations of the unit.
  • Develop, implement, and monitor the program budget for the unit.
  • Oversee preparation and implementation of work and business plans.
  • Develop program policies and procedures and make recommendations to division/department leadership.
  • Assist with contract procurement and manage consultant contracts related to section work including drafting plans and reports, program budgets, and scopes of work.
  • Assist in designing, developing, implementing, and evaluating policies and procedures to accomplish the section and division goals.
  • Conduct research and/or manage consultant support to identify collection policy best practices, opportunities, programs, and systems.
  • Advance the RES section and division's racial equity values and practices throughout our operations, services, programs, projects, workforce, and partnerships and support the RES section in operating as an anti-racist organization.
  • Promote respect, dignity, inclusion and belonging in the community and the workplace and provide strategic direction and programs, services, and consultative expertise to attract, develop, engage, and retain a diverse and inclusive workforce and work culture in RES.
Qualifications You Bring:

  • Experience achieving results when applying principles of anti-racism in service-based programs or supervisory capacity, and working with diverse populations including race, ethnicity, gender, ability, age, sexual orientation, and socio-economic status in a culturally competent manner.
  • Skill in applying strategic planning techniques and project management skills to establish the direction and make decisions regarding multiple competing internal and external programs or projects. Skill in evaluating information to make decisions within and outside established guidelines with limited documentation.
  • Demonstrated working knowledge of human resources management, supervisory techniques, and principles including demonstrated ability to lead, coach, and mentor a diverse project management staff.
  • Demonstrated ability to work and communicate effectively in a virtual team environment while maintaining high levels of employee engagement.
  • Experience in leading high-performance work teams
  • Experience supervising diverse groups of staff including mentoring and coaching.
  • Experience procuring and managing consultant contracts including budgets, schedules, and scopes of work.

Working Conditions:
  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically weekly or monthly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life balance and reduces carbon footprint under the department's vision of Green Where We Work.
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements.
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the provisions of the Fair Labor Standards Act (FLSA) and is not overtime eligible.
  • Union Representation: This position is represented by Protec 17 (Supervisor)
