This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.
The primary purpose of this position is to provide operational and supervisory oversight of the WQROS regional programs and staff, respectively. This position supervises the assistant regional supervisor (ARS), engineers, hydrogeologists, chemists, biologists, environmental specialists, environmental senior technicians, and wastewater treatment plant consultants. This position will work directly with Division and regional office staff regarding workload allocation, project management, ensuring safe work environment, monitoring unit and individual staff performance, assigning work tasks, evaluating unit needs, ensuring programs meet regional priorities, and enforcement initiatives to address compliance problems.
Key Responsibilities:
The Division of Water Resources is responsible for protecting North Carolina's drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is accomplished through actions including permitting issuance, investigations, regulatory compliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts. The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater Resources, and Water Planning. - Responsible for ensuring successful implementation of DWR delegated programs throughout the assigned regional office coverage area.
- Assign staff and manage workload to ensure effective and efficient processing of all the regional office operations.
- Develop & track programmatic metrics to assess programmatic delivery of all the regional programs and processes.
- Communicate with the WQROS Chief in a cooperative manner to help ensure operational goals and objectives are being met. In collaboration with the ARS, establish and monitor program metrics to ensure state program goals and federally mandated expectations are being met in an effective and efficient manner.
- In coordination with ARS, this position will manage and coordinate staff who prepare and/or review and approve Notices of Deficiencies, Notices of Violations, and Civil Penalty assessments.
- In coordination with the ARS, this position will manage and coordinate the regional office compliance activities to ensure implementation consistent with the Division goals and objectives.
