The City of Nampa Public Works Department is currently recruiting for a Senior Environmental Planner to provide environmental process support for transportation, water/wastewater utility, and other public infrastructure projects.

As an Environmental Planner or Principal Environmental Planner in our Public Works Department, you will play a crucial role in providing environmental process support for transportation, water/wastewater utility, and other public infrastructure projects.
Your primary focus will be on ensuring compliance with the National Environmental Policy Act (NEPA), Idaho Department of Environmental Quality (DEQ) requirements, and Idaho Transportation Department (ITD) regulations.

WHAT YOU WILL DO:
  • Prepare environmental checklists such as the Idaho Transportation Department Form 654 and supporting documentation.
  • Complete, and/or manage consultants to complete, environmental assessments, statements, reports, findings, and related documentation in compliance with federal and state regulatory requirements.
  • Manage environmental review processes that include consultation with regulatory agencies; public involvement; analysis of environmental, cultural, safety, socio-economic, and other impacts, and specification of measures to mitigate adverse impacts.
  • Coordinate with local, state, and federal agencies, and consultants, throughout the environmental review process to successfully progress projects thru to design and construction.
  • Research local, state, and federal complex permitting requirements.
  • Prepare necessary environmental documentation in support of grant application requirements.
  • Communicate environmental protocols and requirements at hearings, public meetings, and with other key community stakeholders.
  • Work with the Planning and Zoning Department, as necessary, to assure conformity with the City’s comprehensive plan, future land use map, and other long range planning documents.
  • This position will provide support, as necessary, to others to coordinate and manage capital project planning/design/construction using project management techniques and principles.
  • Assumes responsibility for other duties as required or assigned.

WHAT YOU WILL BRING:
Education, Experience Level, Certification Requirements:
  • Bachelor's degree in planning, civil engineering, environmental engineering, physical or life science, or a related field.
  • 5+ years of experience in environmental planning studies and impact documentation following regulatory procedures for project development.
  • Proficiency in operating a personal computer and adapting to new technology.
  • NEPA documents and environmental permitting.
  • Environmental concepts and principles.
  • Environmental planning methods and project impacts.
  • Federal, state, and local governmental organizations related to environmental planning.
  • Project management and grant writing (a plus).
  • Excellent organizational skills.
  • Strong analytical and problem-solving abilities.
  • Effective communication, both written and oral.
  • Ability to work collaboratively in a team.
  • Detail-oriented and able to prioritize effectively.
  • Stress tolerance and commitment to safety.

Knowledge of /Experience with:
  • Preparing National Environmental Policy Act (NEPA) documents and environmental permitting.
  • Environmental concepts and principles.
  • Environmental planning methods and impacts associated with project location, design, and construction.
  • General principles behind planning for conservation and preservation of natural and/or cultural resources.
  • Federal, state, regional, and local governmental organizations as they relate to environmental planning.
  • Trends in federal, state, and local environmental assessment and mitigation reports, impact statements, and/or negative declarations.
  • Principles and terms related to general and applied planning, development regulations, comprehensive planning, and zoning requirements.
  • Project management including development of scope of work, work plans, project schedules, implementation strategies, and performance measurements for assessing progress toward goals and project outcomes.
  • Some knowledge of engineering concepts relating to environmental planning.
  • Some knowledge and experience with federal and state grant writing, a plus.

recommendations.
  • Ability to establish and maintain effective working relationships with the Mayor, other elected officials, and other employees and the general public.
  • Ability to provide excellent customer service with all aspects of the general public as well as with other City employees, communicate effectively with others, both orally and in writing, using both technical and non-technical language, and deal with a wide range of persons, including situations in which individuals may be upset.
  • Ability to use tact, discretion, initiative, and interdependent judgment within established guidelines.
  • Ability to perform technical, specialized, complex, difficult, or basic technical office support work including the ability to take minutes at meetings and transcribe them accurately and in a timely manner; compose correspondence independently or from brief instructions; compile and summarize information and prepare periodic or special
reports; analyze and resolve varied office administrative problems; and organize, maintain, and research files.
  • Integrity, ingenuity, and inventiveness in the performance of assigned tasks.
  • Coordinate environmental planning, research, and analysis of proposed capital projects.
  • Prepare written reports and complete environmental documentation.
