Overview:

The Environmental Health & Safety (EH&S) Technician performs technical and administrative duties associated with managing programs related to occupational safety, industrial hygiene, environmental issues, health issues, fire protection, hazardous waste and hazardous materials storage and handling, biological safety, and/or other closely related environmental, health and safety (EH&S) subject areas. The EH&S Technician performs technical and administrative work under the direction of other EH&S professionals within the Unit and supports the implementation and evaluation of programs designed to minimize risks to staff, the environment and property.
Key Responsibilities include, but are not limited to:
  • Technical support duties related to the administration of Valley Water's environmental, health, and safety programs.
  • Manage the EH&S training area of Valley Water's learning management system.
  • Participate in staff and committee meetings and attend necessary training to conduct job responsibilities.
  • Conduct purchasing duties.
  • Order, receive, and distribute personal protective and other safety equipment.
  • Track inspection forms, corrective action plans, and supporting documentation; ensure unsatisfactory conditions are addressed; meet both District and regulatory agency requirements within the required timeframe.
  • Conduct purchasing-related activities, such as, paying invoices, soliciting vendors, and preparing requests for proposals and quotes.
  • Participate in staff and committee meetings; prepare agendas/minutes and attend meetings, workshops, training, and seminars for the purpose of conveying and/or gathering information required to perform job functions.
  • Manage EH&S filing systems for various programs to ensure record retention schedules are being met.
  • Conduct facility environmental, Health & Safety compliance inspections and manage the Valley Water facilities inspection software program.
  • Maintain EH&S inspection metrics for the Valley Water Employee Safety Committee and Management Leadership Team.
  • Assist professional staff in creating, maintaining, and ensuring compliance with environmental, health and safety programs.
  • Determine needed safety equipment for Valley Water staff, and purchase and issue the safety equipment.
  • Conduct environmental, health and safety technical training for staff.
  • Research/write technical informational articles for Valley Water-wide distribution.

Ideal Experience:
  • Two (2) years of experience handling hazardous materials and/or providing fire or safety training.
Ideal Knowledge, Skills, and Abilities:
  • Common technical safety programs, such as confined space entry, hearing conservation, and respiratory protection, and others as trained and assigned.
  • Use of common safety equipment.
  • Processes, equipment, and environmental conditions involved in construction and facility maintenance work, including standard protective devices and accident prevention measures.
  • Basic principles and practices of safety training.
  • Occupational hazards and standard safety practices.
  • Best practices for office procedures, methods, and equipment.
  • English usage, grammar, spelling, vocabulary, and punctuation.
  • Principles and techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Valley Water's staff.
  • Roles and responsibilities as defined in Valley Waters Injury and Illness Prevention Program
  • Principles and practices of recordkeeping and database management.
  • Experience in ordering and purchasing materials and supplies.
  • Researching, collecting, compiling, and summarizing information/data.
  • Experience with organizing and scheduling meetings, compiling, and distributing meeting agendas and taking meeting minutes.
  • Learn environmental, health and safety standards, regulations, and procedures.
  • Learn and use specialized software used in the job and for presentations.
  • Operate and maintain a variety of safety equipment and hand and power tools.
  • Assist in the development and delivery of safety training materials for various groups of employees.
Ideal Training and Education:
Equivalent to the completion of the twelfth grade and one year (at least 24 college semester units) in industrial safety, construction technology, environmental sciences, engineering, physics, chemistry, or a related field or a closely related field.
Substitution
Equivalent to an Associate's Degree program in occupational safety, industrial hygiene, safety engineering, or a closely related field at an accredited college or university may be substituted for the required experience.
Possession of, or ability to obtain, an appropriate, valid California driver's license. Individuals who do not meet the driver's license requirement due to a disability will be considered for a reasonable accommodation on a case-by-case basis.

Environmental, Health & Safety Unit (Position Code 87)
COVID-19 vaccination requirement:

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
(1) The selection process may include one or more of the following: application review, application assessment, performance exercise, written exercise and/or interview.
